Background Of the fourteen beach parklng lots WhlCh the City superVlses, only two cannot be secured from publ1C access durlng late nlght hours. The first lot, at 1550 P.C.H., 1S located directly north of the Pler and is purposely left open to fac111tate access to the P1er and related pier bUSlnesses. The second lot, at 1150 p.e.H., is located between res1dentlal houslng both north and south of 1tS boundarles. Because of ltS acceSSlblllty, as documented by police records, th~s lot has Wlt- nessed a drdmatic 1ncrease ln cr1me and related actlvity requlr- lng Police Department response. Because of the contlnuous and increaslng activ1ty requlring Pollce Department response and lntervention, staff proposes re- deslgnlng the lot by constructlng gates and exit traps to allow the lot to be secured from publlC access at night. Because of the res~dential ne~ghborhood adJacent to the park~ng lot, composed of older apartment bu~ldings that do not provide off-street parking, staff is propos~ng creation of a monthly-only park~ng area at the southernmost end of the 1150 P.C.H. lot for re5ident~al access/park~ng at night. Th~s lot would be s~m~lar to the 1650 lot which ~s a monthly perm~t parking area only and would be separated from the rema~nder of the lot by a two-foot h~gh reta~n~ng wall and accompanying cha~n l~nk fence with ~ts own entrance and exit. Th~5 lot would be ava~lable to the general public dur~ng dayt~me hours. On Saturday, February 9, 1985 a meet~ng was held on the 1150 P.C.H. lot w~th residents to discuss the proposal and sol~cit their ~nput. All in attendance were in support of the proposal. In addit~on, at its regularly scheduled meeting of February 21, 1985, the Recreation and Parks Comm~ss~on addressed th~s issue and ~nvited publ~c input. All affected beach res~dents were ma~led letters to th~s meeting. Once aga~n, support was P05~t~ve. The C~ty's Eng~neer~ng Department has drawn tentative plans for this convers~on. Fund~ng is ava~lable in this current year's beach park~ng budget to complete th~s convers~on. The staff wishes to proceed w~th this proJect and apply to the Coastal Comm~ss~on for approval. - 2 - . . Budgetdry/F1nanc1al Impact When the Counc11 adopted the FY 1984-85 Capital Improvement Bud- get, $50,000 was appropr1ated 1n the Recreat10nal and Cultural program category, "Resurface Beach Lots", account number 11-740- 522-000-907. Staff proposes to reprogram the use of these funds to th1S higher pr1or1ty proJect. Total estimated cost of the new proJect 1S $45,000. This w111 not 1mpact on the resurfacing schedule Slnce staff, antlc1pat1ng this proJect's cost, requested resurface funding for all beach park1ng lots with the three-year ClP Budget project1ons for 1985-86 through 1987-88. Recornmendat1on Staff recommends approval of the reprogrammed use of the cap1tal funds and requests perm1SS1on to proceed with obtaining Coastal Comm1ssion approval. Prepared by: Donald T.
