RECOMMENDATION TO INSTALL GATE ON THE SMALL PARKING
LOT ADJACENT TO THE 2600 BEACH PARKING LOT
SUBJECT:
INTRODUCTION
This report recommends that the City Council approve the
recommendation made by the Recreation and Parks Commission to
install a gate on the small parking lot located directly north of
the 2600 beach parking lot entrance.
BACKGROUND
Beginning in October of 1985 and continuing through February of
1987, the city did extensive redesign of the southernmost City
beach parking lot which begins at Bay Street and extends south to
the City limits.
Work was done on the bike path, the beach
parking lots, pedestrian access, beach park, the outdoor
restrooms, and the beach concession and parking lot office
building.
The parking lot was divided into two separate lots, with a gated
emergency road connecting them. The parking lot entrances are at
BiCknell and Barnard Way (2030 Promenade) and 150' south of Ocean
Park Boulevard at Barnard Way (2600 Promenade). As part of the

public hearing process of this project, it was determined that a
small lot, of approximately 65 parking spaces would be developed
directly north of the 2600 Promenade lot entrance. This smaller
lot would provide 24 hour access, while the two larger lots at
2030 and 2600 Promenade would be gated, with access restricted
after 10:00 p.m.
The small lot was designed to provide parking for area residents
living within one block of the beach. These residents purchase
night beach parking permits to park in this area. The signage
posted indicates parking by permit only between sunset and
sunrise.
Unfortunately I the 24 hour access to this lot has resulted in
abuses by the general public that have negatively impacted area
residents. These abuses center on late night disturbances after
10:00 p.m. until the early morning hours from individuals parking
in this lot.
At its regularly scheduled meeting of January 19, 1989, Barry
Vaughn addressed the Recreation and Parks Commission regarding
night time closure of the small parking lot directly north of the
2600 beach parking lot entrance. As a resident of the Sea Colony
complex located across the street, he indicated that he and his
neighbors were continually bothered by late night noise and other
disturbances from non-permitted parkers in this lot.
On February 16, 1989, at its regularly scheduled meeting, staff
reported to the Recreation and Parks Commission regarding the
suggested closure of the 2600 beach parking lot. Residents with

CITY OF SANTA MONICA FINDING THAT BEACH
PARKING LOT RATE INCREASES ARE EXEM?T
FROM THE PROVISIONS OF THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT
THE CITY COUNCIL OF THE CITY OF SANTA MONICA RESOLVES AS
FOLLOWS:
SECTION 1.
The C~ty Counc~l finds tha~ the establiahment,
modif1cation, structuring, restructurlng, or approval of beach
parklng lot rates contalned in Resolutlon Nu~ber 6300 (CCS) is
for the purpose of meet1ng operating expenses, includlng employee
wage rates and fringe benefits and/or obtaining funds for capltal
proJects necessary to maintain se=vice wlt~ln eXlsting serVlce
areas.
SECTION 2. The Clty Counell hereby finds as follows:
1. The increase in beaeh parking lot rates 1S
establlshed to meet operating expenses, lneludlng
employee wage rates and fr~nge benefits and/or
obtainlng funds for caplcal projects necessary to
malntaln service wlthln eXlsting service areas.
2. Pursuant to tne Beacn Operating Agreement oetwee~ the
City of Santa ~onlca and the State of Cal~fornla, all
beach park~ng lot revenues ~ay only be used i~
connection w~th expenses for operat~on of or cap~tal
lmprovements in the subject beach area.
3. The rate lncrease is necessary to f~nd l~feguard
serv~ce at the beach~

effort to contact affected beach parking permit holders regarding
the proposed gate installation. In addition, all permittees were
mailed letters informing them that this was being presented to
the City Council at the July 25, 1989 meeting. No opposition has
been raised.
A majority of the beach parking lots currently are gated and
secured at night to prevent late night access and disturbances on
the beach. This also conforms to the posted "No Parking Sunset
to Sunrise" signage and enhances enforcement. Gate installation
will require approval from the Coastal Commission which should
only require an administrative permit.
BUDGETARY/FINANCIAL IMPACT
Gate installation will cost the beach fund $3,500. The
accompanying exit trap, permitting vehicles to leave once the
gate is secured, will cost $2,000. While neither expense was
incorporated into the FY 89-90 beach parking budget, there is
adequate funding in the Parking Lot Maintenance Account,
#11-400-522-000-623, to cover these expenses.
RECOMMENDATION
staff recommends that the City council adopt the recommendation
of the Recreation and Parks Commission to:
1. Approve the gate and exit trap installation
2. Approve the 10:00 p.m. closure of the gate.

3. Authorize the City Manager to obtain the necessary Coastal
commission Permit.
