SR-308-003 (5) -- e e ~~H; 3t72f--o &;> 3 CARS: BFM: DM:kb.staff627 Council Meeting: July 25, 1989 Santa Monica, California STAFF REPORT TO: Mayor and City Council city Staff CHANGE IN MUNICIPAL CODE SECTION 3202 RELATING TO DEPOSIT OF PARKING LOT FEES INTO HONOR BOXES FROM: SUBJECT: INTRODUCTION This report requests that the city Council direct the city Attorney to prepare the necessary ordinance change in Section 3202 of the Santa Monica Municipal Code relating to paying on-duty attendants in parking lots. BACKGROUND On June 30, 1988, the City entered into an agreement with Executive parking, Inc. to operate and maintain the city's fourteen beach parking lots located on Santa Monica State Beach. During the past year, Executive Parking has had repeated difficulties with individuals entering unattended lots and refusing to deposit payment into "Honor Boxes". Executive Parking was given permission for Honor Box installation in lieu of attendant staffing during off-peak traffic times. The Police Department suggested that Santa Monica Municipal Code section 3202 be amended to provide that: - 1 - t,-r JUl 25 i ~- . e e No person shall park a vehicle on any unattended public parking lot, without depositing the posted fee in the fee box, if a fee box has been installed in the lot, provided that all entrances to the lot are posted, notifying citizens of the fee and the existence of the fee boxes.
