SR-308-003 (3) ..... e 1,..1/ MAR Z '7 1990 e 3~'t~po"3 CM:JG (honorbx) March 27, 1990 Santa Monica, California TO: Mayor and City Council FROM; city staff SUBJECT: Recommendation to Direct city Attorney to Prepare Ordinance Change in Municipal Code Section 3202 Relating to Deposit of Beach Parking Lot Fees into Honor Boxes INTRODUCTION The following recommends that the city Council direct the City Attorney to prepare an ordinance change to Municipal Code Section 3202 to enable the Police Department to ticket vehicles which fail to deposit beach parking lot fees in honor boxes located in three of the city's beach parking lots. DISCUSSION with the approval of City staff, Executive Parking, Inc. (EPI), installed honor box parking payment systems in beach parking lots located at 810 Pacific Coast Highway and l670 and l750 Appian Way in the Spring of 1989 as a means of generating additional revenue from those lots which did not generate sufficient revenue to pay for staffed operation but were heavily parked due to their close proximity to the pier and beach clubs. since their installation, EPI has had repeated difficulties with individuals entering unattended honor box lots and refusing to deposit payment. In - 1 - , ..I-f MAR Z '7 1990 -, e e order to facilitate enforcement, the Police Department has suggested that Santa Monica Municipal Code section 3202 be amended to provide that: No person shall park a vehicle on any unattended public parking lot, without depositing the posted fee in the fee box, if a fee box has been installed in the lot, provided that all entrances to the lot are posted, notifying citizens of the fee and the existence of the fee boxes. After an initial trial period, City staff recommended in the Fall of 1989 that the City Council authorize the city Attorney to draft the above outlined ordinance modification to enable the Police Department to ticket vehicles which fail to deposit beach parking lot fees in honor boxes. At that time the City council requested that staff return with additional information related to several aspects of beach parking, including the rationale for honor box installations. City staff distributed an Information Item addressing Council questions on March 12th, and is now returning to Council to recommend that the city Attorney be directed to draft the ordinance change relating to honor box enforcement. BUDGET/FINANCIAL IMPACT Honor boxes currently yield the City approximately $39,000 in additional revenue. It is anticipated that additional honor box revenue in the amount of approximately $50,000 will be generated if the Police are granted the legal means to patrol honor box lots. - 2 - r, , e e RECOMMENDATION City staff recommends that the City Council direct the City Attorney to prepare an ordinance change to Municipal Code Section 3202 adding the language which is outlined above in order to enable the Police to patrol beach parking lots for honor box violators.
