INTRODUCTION
Cases of d1sturb1ng the peace and mal1c1ouS mlschlef cont~nue to be a pollce problem 1n
the beach area. Th1S report deals with post~ng the beach and p1er park~ng lots 1n an
attempt to allev1ate the problem.
BACKGROUND
On August 2, 1979, a group of buslnessmen who operate bUSlnesses In the 1600 block of
App1an Way came to the pollce department to complain about chron1C vlolatlons of the
law - dIsturbances and mallclouS mIschIef, WhlCh occur In that area. These vlolatlons
occur maInly after sunset. Many persons park theIr cars In the 1640 lot, congregate In
the area, dr~nk, use narcot1cs, and engage In malICIOUS mIschIef. ThlS problem IS also
prevalent In other parklng lots In the beach area. Post1ng of the beach lots wlth a
large SIgn at both entrances saYIng, "No Parklng - Sunset to Sunrlse" would glve the
-~_~~olice a tool to deal WIth the primary cause of the problem - cars parklng ln the lot
after sunset. Postlng of the pIer parklng lot prohIbItIng park~ng of vehIcleS from
3 a.m. to 6 a.m. would prevent SImIlar problems on the pIer, but stl11 allow parkIng
for the pIer durlng bUSIness hours.
On February 14, 1978, the CIty CounCIl amended SectIon 3201 of the SMMC to allow for
such postlngs ln the 2600 beach lot. ThlS postlng has been found to be a useful tool
In keeping cars out of the lot. A check wlth Mr. Peter KIPP, Pler Manager, reveals that
the PIer buslnessmen would support thlS actlon. The bUSInessmen have already complaIned
to hIm about the "blkers" park~ng In the 1640 lot after sunset. Hr. Arnett at Parks
and Recreatlon was contacted regardlng thlS postIng, and Indlcated that he would be ~n
favor of chang~nq the ordInance to cover all beach parkIng lots as S~E1C problems eXIst
generally In all of them.

ALTERNATIVES
1. Cont~nue to allow the sltuat10n to pers~st as it 15, w~th result1ng v101at1ons.
2. Post all beach lots "No Park1ng from Sunset to Sunr1se" allow1ng perm1t holders
only to park 1f SO ~ssued. Post pler parklng lot proh~b1t1ng park1ng from 3 a.m.
to 6 a.M.
3. Have a park1ng lot employee cha1n off the lots at the des1gnated t~es.
Coastal Comm1SS1on approval would be requ1red for th1S to be done, and permlt
holders would be unable to enter the lots to park.
RECOMMENDATION
Instruct the C~ty Attorney to prepare an ordlnance amend1ng Sectlon 3201 of the SMMC
WhlCh would proh~b1t the park~ng of vehlcles (except permlt holders) ~n any of the Clty
owned beach lots and the p1er parklng lot between the des1gnated t1mes.
