beach parking lots.

This report tranSTI~ts for f~rst read~ng a proposed
amendment to Sect~on 3201 of the Santa Hon~ca !-1unicipal Code
regard~ng the use of beach front public park~ng lots.
BACKGROUND
There has been a recertt history of violatlons of the
law - mostly malicious m~schief. drinking and narcot~cs
use - ~n the beach park~ng lots. These violatlons occur
?rimarily after sunset. Last month, a group of businesspeople
complained to the pol~ce departnent and requested that the
City take some action.
In February, 1978, the City Caunell amended Santa Monlca
Hun~c~pal Code 320l to proh~bit park~ng in the 2600 Beach
Parklng Lot between sunset and sunrlse of the suceeding day.
This measure was successful In controlling the law enforcement
problem In that lot. This amendment proposes a sHular
treatment for all beach parking lots w~th the exception of
the Santa MOTIlCa Pier Parking Lot.
The prohibited hours for the Santa Honlca Pier Park~ng
lot \vould be 3: 00 to 5: 00 A. ri. . To lnclude th~s lot lTI the sunset

Code lS hereby aMended to read as follows:
Sectlon 320l. ~o oerson shall stand or
park any vehlcle on any publlc parking lot between the
hours of 3:00 o'clock A.H. and 6:00 o'clock A.n. "ihether sald
vehlcle lS occupled or unoccupied, wlthout a valid
perJ"'lt afflxed to the \,Iindshield of sald vehlcle. No
person shall ?ark or leave standing any vehlcle ln
any Beach Parking Lot except the Santa l-10nica
pier Parklng lot, for any perlod between sunset and
sunrise of the next succeeding day wlthout a valid
perMit afflxed to the windshleld of said vehlcle.

the valldlty of the re~ainlng portlons of the ordlnance.
The Clty Councll hereby declares that It '~uld have passed
thls ordl~ance and each and every section, subsectlon,
sentence, clause or phrase not declared invalld or unconsti-
tutlonal ''ll thout reqard to Hhether any portlon of the ordlnance
~ould be subsequently declared lnvalld or unconstltutlonal.
