25, 1979 Councll Meeting.
BACKGROUND
At the September 25, 1979 COUDCll Meetlng, the CauDcll
lntroduced an ordlnance restrlcting the hours at WhlCh
parking 1S perm1tted at the Santa Monlca Beach and P1er park1ng
lots. A copy of the staff report accompanYlng the proposed
ordlnance 1S attached. together 'vlth the ordlnance as lntroduced.
ALTERNATIVES
The CounCll may adopt the ordinance as lntroduced, modlfy
lt, or reJect Lt.
RECOMMENDATION
It lS respectfully recommended that the Clty Councll
adopt the ordlnance as lntroduced.

beach parking lots.
INTRODUCTION
ThlS report transnits for fl.rst readl.ng a proposed
aMendment to Sectlon 3201 of the Santa Monlca Munlclpal Code
regardlng the use of beach front public parking lots.
BACKGROUND
There has been a recent history of vlolatiaDs of the
law - mostly mallCl.OUS rnl.SChlef, drinking and narcotl.CS
use - in the beach parklng lots. These violations occur
prlrnarily after sunset. Last month, a group of businesspeople
complal.ned to the police departnent and requested that the
Clty take some action.
In February, 1978, the Clty Cauncll amended Santa Monl.ca
Municlpal Code 3201 to prohiblt parklng in the 2600 Beach
Parking Lot between sunset and sunrise af the suceedlng day.
ThlS measure was successful ln controlling the law enforcement
probleM in that lot. This amendment proposes a sinllar
treatment for all beach parking lots with the exceptlon of
the Santa Monica Pier Parking Lot.

lot would be 3:00 to 5:00 A.ri.. To include this lot in the sunset
