Beach Parking Stickers
Introduction
This report requests Council approval of the proposed selling of annual and
semi-annual beach parking stickers at dlscounted rates.
Background
The Recreation and Parks Department currently makes aVdllable to residents living
within a one block area of the Santa Monica beach, monthly parking stickers WhlCh
allow access to the beach parklng lots from sunrise to sunset. This procedure
was designed to accommodate resldents of the area, who have limlted street parking
available.
The stlckers currently in use are made of paper and gummed on two edges to allow
affixation to the auto windshield. They are sold for $10 per month, with one sticker
requ1red per auto. Due to the nature of their construction, the stickers are
easily misused. They can be transferred from one auto to another, and are eas1ly
removed or lost (i.e. during commerclal car washing).
Because of problems experienced w1th the sticker currently 1D use, staff plans to
replace these stickers effective January 1,1981, with stickers made of pressure
sensitive reflectlve sheeting which will be affixed to the rlght side of the auto
bumper and wll1 dlsintegrate when removed. Staff feels that the stlcker will better
serve the public and will simplify checking procedures for police, who now have to
get out of thelr vehicles in order to locate stlckers on front windshields.

Parking stickers are currently sold by the month ($10 per month) and can be purchased
quarterly (3 months for $30). Staff proposes to offer, 1n add1tion to these, an
annual and semi-annual (6 months) sticker, which could be purchased for $100 and $50,
respectively, offering a savings of $20 on the annual sticker, $10 on the 6 month
st1cker. The annual sticker would be sold only in January and February. The six
month sticker would be sold only in January and in June. Staff recommends the
annual and semi-annual sticker as a convenience to the public, and to reduce staff
time and administrative costs involved 1n provlding the stickers.

An 1nformal survey was taken, solicit1ng opinions from those who currently use the
st1ckers. Public response ind1cated that the 1dea is agreeable with the majority
of those surveyed.
Econom1c Impact
Staff does not anticipate that revenue would be sign1ficantly affected by the
discounted rates, since no great demand for the new stickers is expected. The
ava1labil1ty of annual and semi-annual stickers would, however, provide a convenience
to those who can afford and des1re to purchase them.
Alternatives
1. Council may approve staff recommendation to provide, in addition to monthly
beach parking stickers, a six-month sticker costing $50 and an annual sticker
costing SlOO.
2. Council may disapprove staff's recommendation to offer six-month and annual
beach parking stickers at d1scounted rates.
