Reduced Rate Beach Parking Permit for Senior Cltizens
Introduet1on
This report recommends Council approval of staff's proposal to offer a day parking
permit to senlor citizens for an administratlve fee of $2.00.
Background
The City now charges a daily parking rate of $3.00 to enter the Beach Parking Lots.
Passes for day use are also available at the follOW1ng rates 520 monthly, $50
quarterly, $80 seml-annually, $110 annually.
10s Angeles County operated lots admit seniors free Monday through Fr1day, excluding
holidays. Consequently, we receive numerous inquirles about free parklng for seniors.
In response to publlC lnqUlries. staff has, in the past, researched the possibillty
of offerlng free parking to senior c1tizens in the C1ty operated beach park1ng lots.
staff sought State approval in June 19S2to offer a free permit to Seniors. The
State response was, basically, "no free permits". Staff's current proposal 15 to
offer perm1ts for a one-tlme fee of $2.00 to solve the no free permit problem. The
Beach Operatlng Agreement allolis the Cltyto establ1shrates -for parklng At the tlme
of lnqulry about free passes, the Leg1s1ature had removed the "free pass" system
from the State operated sltes. The Operatlng Agreement requ1res the charges to be
conslstent wlth those generally appl1cable to the State Park system. Therefore,
Slnce we cannot exceed what lS charged at State operated sltes, reduced rates are
conslstent wlth the POllCY of the State Park system.

The permlt would be avallable through the Recreatlon and Parks Department upon
submlttal of proof of age. Anyone over age Slxty-two would be ellglble. The permlts
would not be dated, but would be val1d for an lndeflnlte length of tlme, Monday
through Frldays from sunrlse to sunset except holldays. The permlt would be valld
only lf a senlor cltlzen was elther drlvlng or a passenger In the car.

It lS antlclpated that revenue wlll be reduced to some degree, however, there are
no statlstlcs kept to determlne the age group of cltlzens V1Sltlng the beach on
a dally basls.
RecommendatlOns
Staff recommends that Clty Councll approve the proposal to offer a parklng permlt
to senlor cltlzens WhlCh wlll be avallable at one tlme cost of S2.00 to those who
submlt proof that they are slxty-two years of age or older.
