SOBJECT: Recommendation to Award Contract to Replace the Beach
Restroom at 1758 The Promenade
Introduction
This report requests that the Ci ty Council a1.vard a contract to
replace the beach restroom at 1758 The Promenade to Etco
Construction Co., Inc" the lowest responsible bidder, in the
amount of ~92,750.
Background
Dur ing the 1985-86 budget sessions, staff recommended that the
beach restroom located near Pico Boulevard be replaced because of
its badly deteriorated condition.
Originally constructed in the
early 19501s, the restroom1s foundation has cracked, the roof has
deteriorated, and the grout and mortar have rotted.
Also, the
restroom is three feet below grade which causes flooding during
high tide and storms. The new restroom will be three feet higher
than the existing restroom, provide handicap facilities and be
landscaped.
Coastal Commission and ARB approvals have been
obtained.
A Notice Inviting Bids was published on March 24 and 25, 1986, in
the Evening Outlook and in five construction journals. The
notice was also sent to four minority business associations.
Plans and specifications were issued to seven contractors. Bids

were opened and read publicly on May 1, 1986, by the Deputy City
Clerk.
Two bids were received as follows:
Etco Construction Co., Inc.
Stuart Construction Co., Inc.

Engineer's Estimate:
$95,000
No minority or women owned firms submitted a bid for this
project.
Staff contacted the three references submitted by the low bidder
and all were satisfied with Etco Construction Co.'s performance.

Recommendation
It is recommended that the City Council:
1. Award a contract to replace the beach restroom at 1758 The
Promenade to Etco Construction Co.,
Inc. , the lowest
responsible bidder, in the amount of $92,750; and
2. Appropriate $927 from account number 11-800-522-000-906 and
$8,692 from account number 11-800-522-000-908 to account
number 11-740-521-000-904; and
2. Authorize the City Engineer to issue any change orders
necessary to complete additional work to the extent of funds
available in accordance with the Administrative Instruction
on Change Orders.
