Beach Concessions
Introduction
This report outl1nes the procedures to be used by staff for 1mproving food
concessions at the beach. It also outl1nes the requirement of the State
under the operating agreement for State approval of new conceSSlon agreements.
Included is a suggested time line to accomplish this program.
Background
The City now operates seven (7) fast food stands at the Santa Monlca State
Beach. The contract for the present concess1onaires will expire in Decem~er,
1982. In April. the City Council requested that the staff report back to
them in two months with a work program to improve the concession operation.
Because of the Sand and Sea negotiations, staff has been unable to meet the
time schedule establ1.shed by Council, anc 1S now sublmtting this report.
The Beach Operating Agreement with the State of California requires the
City to comply with governing State Legislat10n for conceSS1on Sollcitat1on.
SB 1632 (5ieroty) will be the legislation 1nvolved. The changes whicr oc-
cur red with the passage of 5B 1632 are the State Parks and Recreation Corr.-
IT1ssion 1S now granted review of concession contracts and plans to deter~ine
their compliance with a general plan for the particular State Park un1t in
cuestion. All concessions must be co~pat1ble w1th the general plan.
