Introduction
This report req~ests Counell approval of the worklng drawlngs and speclflcatlons
for the addition to the Senior Recreation Center and Beach Restroom, and requests
authorlzation to call for bids to construct each.
Background
The City Counc1l appropriated $75,000 from CDBG funds for constructlon of a 1500
square foot addltion to the Senior Recreation Center. Solar retrofitting has been
provlded for 1n the des1gn as requested by Counc11. Councll approprlated S8D,000 for
the construction of a new beach restroom to replace a deteriorated restroom facllity
in Bay Street Park.
The City Council later approved schematic drawings and authorized preparation of
worklng drawings and specif1cations for the construct1on of both projects.
Public input has been recelved on the Senior Center addition. The Archltectural
Review Board, Coastal Commisslon and Recreation and Parks Commission have reviewed
and approved both projects.
The plans and spec1flcations are avallable 1n the Recreation and Park Director's
office and will be available at the Councll meeting for Council's review.
Recommendation
1. Staff recommends Council approve the plans and specifications as submitted and
authorlze the call for bids to construct the addition to the Senior Recreat10n Center.

SUBJECT: Approval of Revisions to Working Drawings for Construction
of the Beach Restroom
Introduction
ThlS report requests Council approval of revisions to the worklng drawings
to relocate the Beach Restroom, contingent upon Coastal Commission approval
of the amended appllcation.
Background
The City Council appropriated 580,000 for the construction of a new beach
restroom to replace a deteriorated restroom facility in Crescent Bay Park
in October, 1980 and later approved working drawings and specifications
and authorized the call for construction bids.
The original design called for the new restroom to be located adjacent to
the east side of the Promenade at the foot of Bicknell Avenue in the Beach
Parking lot. Subsequently, the beach bikepath was relocated from the
Promenade to the beach parking lot at the proposed locatlon of the new
restroom.
Staff recommends construction of the restroom just west of the Promenade on
the beach. This will allow close access for the majority of users, namely
beach goers and pedestrians along the Promenade.
Relocatlon of the proposed restroom was approved by the Recreation and
Parks Commlssion on January 15, 1981. An amended application is pending
before the South Coast Reglonal Commisslon.

An alternate would be to move the proposed restroom east of the new bikepath.
This would elimlnate approximately ten parking spaces in the Beach Parking
lot and create potential traffic confllcts between bicyclists and pedestrians
seeklng access to the facility.
Recorrmendation
Staff recommends Council approve the revisions to the plans to construct
the beach restroom facility contingent upon Coastal CommiSSlon approval of
the amended application.
