SUBJECT. Lifeguard Services Agreanent
Introduction
This report presents the terms and conditions of the current agreement
\vith the County of Los Angeles for lifeguard services on Santa Monica
State Beach.

Cb March 16t 1982, the Clty COlmci1 entered into a lifeguard service
agreanerlt t-lith the County of iDs Angeles effective until December 31 f 1982.
This agreana1.t requires the City to pay 31% of its gross revenues from
the beach parking lot operation and other beach concessions for service,
The parties agreed in part as follows: (underlining added)
1. 'The Cmmty shall furnish all necessary lifegn~rd services and rescue
boat service at Santa Nonica State Beach, within City. The extent o~

11. In the event a dispute should arise under this agreanent t resolution
of the same shall be referred to the Director of Recreation and Parks
on behalf of the City and the Director of Beaches on behalf of the

in the event that agreanent cannot be reached. between than, the matter
shall be referred to the City Manager on behalf of the City and the
Chief Administrative Officer on behalf of the County, whose agreanent

In the event that agreanent cannot be rea.ched betweoo these officials, the
matter shall then be referred to the City Council of the City and the
fuard of Supervisors of the County wh::I shall take such action, including
referral to a court of law, as they dean appropriate. The tenus and
conditions of this agreanent can only be changed by the Santa Bonica City
Cotncil and the Los Angeles County Bo8rd of Supervisors.

The County Departma:lt of Beaches su1:mitted a prol,X)sed beach staffing
pattern Which covered the beach during the hours of heaviest public use.
There vrere a limited nunber of l~feguards on the beach frcm 8 a.m. to
10 a.m. at vJhich time the beach '\.-VaS fully st"gffed. Fran 4 p.m. to 8 p.m.,
the staffing decreased according to need.
To date, the City has paid the County $364,000 based upon 31% of gross
revenues.
Staff has contacted the Director of the Department of Harbors and Beaches
to detennine the extent of the proposed cutbacks. He indicated that
the B:Jard of SUpervisors has limited the total budget expenditures for
this operation and that the proposed changes were reccmnended by the
Chief Lifeguard.

The changes are as follows.
No lifeguard coverage before 10 a.m. and after 6 p.m. except where cro;OCl
or surf conditions may dictate. The rescue boat services would be
changed also 1;vith the coverage of the boat stationed in Santa Monica
extended to cover the northern county area.
The Director stated that this schedule was open for discussion. The
unchangeable factor was the CilJOU[lt of rrmey available.
Staff estimates that the County expends about 1 million dollars for the
h.feguard services. It w:mld cost the City approximately the same for
the lifeguard services. Tn the 1982-83 budget, $535,000 is set aside fL~
the lifeguard service pa;.ment to the COlmty.
Ranoval of coverage fran the 6 p.m to 8 p. m. t:ime period in Santa }bnica
will create an unsafe condition at this beach. The other reductions are
not as critical but do reduce the coverage originally covered in the
contract.
Paragraph 11 of the contract does provide for the pursuit of disputes
that arise under this agreement. The City 1;vas not consulted nor was staff
infonned of the proposed changes other than by the newspaper article.
The Director of the County Department of Harbors and Beaches indicates
there may be labor relations problans concerning 10- hour days and con-
structing signs to ~ the public of no lifeguards on duty vfuich could
delay ~lanentation of the cuts.
