BACKGROUND Los Angeles County performs lifeguard services and beach maintenance for all beach communi ties wi thin the County except the City of Long Beach. Long Beach continues to operate and fund its own program. The county receives all of the parking and concession revenues from the beaches it serves except for Santa Monica beach where the City performs beach maintenance and parking lot operations, pursuant to a 25-year operating agreement with the State and receives all beach revenues. In recent years, the City has reimbursed the County for a portion of the cost of lifeguard services. During the past fiscal year, 1985-86, the City paid the County 33% of gross beach revenues ($711,676) which accounted for 57% of the cost of lifeguard services in Santa Monica. The County I s original proposal for a new contract was for the fo-L greater amount of 54% of County costs or 35% of the gross beach OCT 2 8 i~ revenue for a three-year period. Also included in the proposal l \-e - 1 - nCT 1 4 . was a provision for the City to idemnify and defend the County. A third inclusion in the offer was the county marketing plan. The contract for Council's approval is for a three-year period and includes an escalation clause for increase in the percentage of the gross revenue paid to the County from 33% for fiscal 1986-87 to 34% for fiscal 1988-89, based upon the following schedule: 1986-87, 33%; 1987-88, 33.5%; 1988-89, 34%. The defense provision has been eliminated. The contract provides for the City to be self insured rather than provide a special liability insurance policy which is now required under the present contract. This saves $6,000 annually. The County marketing program is included and recommended for approval. This provides for the use of sponsor names on two sides of lifeguard towers on tide boards. The lettering on the sponsor's name will be approximately three (3) inches high. No alcohol or tobacco related sponsors will be solicited. The current contract provides that the City must approve signs installed by the county. Under the proposed contract the City would grant permission for the County to solicit sponsors under the policy mentioned above. Attached is a copy of the contract. BUDGET/FINANCIAL IMPACT Assuming that the FY 1986-87 revenue of $2,127,941 remain constant for the next two fiscal years, the contract would provide for the following payments to Los Angeles County: - 2 - Fiscal Percentage of *Projected Co.
