Fish1ng Reef ~n Santa Mon~ca Bay
At its meet1ng on August 18, 1981, the C1ty Council
considered the recommendation of the Recreation and Parks
Comm1ssion concerning establishing an artific~al reef in
Santa Mon1ca Bay for the purpose of 1mproving fish habitat.
The C1ty Counc11 postponed act10n on the recommendat1on
pending addLtional information.
The princLpal concern of the City Council was the
applLcatLon of the Santa Mon1ca Bay Ordinance of 1973 to the
proposed reef project. The measure was adopted by 1n~tla-
tlve on April 10, 1973. (A copy of the measure is
attached. )
The Santa Monlca Bay Ord1nance of 1973 only applles to
the construction, build1ng, or assembly of any building, p1er
or ~sland seaward of the mean hlgh tide line. So long as the
proposed reef 1S below sealevel, the ord1nance would not
apply.

Introduction
This report is to brieflY inform th~ City Council as to the nature of the reef project.
Background
The Southern Council of Conservation Clubs, Inc., appeared before the Recreation and
Parks Commission on July 16, 1981, to present a proposal to construct artificial
reefs in the Santa Monica Bay. Briefly, the proposal envisions that the concrete from
demolition projects be trucked to a process pad and dock located at the shoreline
near where the reefs are to be created. The concrete would be cleaned and separated.
and the larger segments would be located onto a special transport vessel and taken to
the reef site where they would be deposited on the floor of the bay in a prescnbed
pattern. Small pieces of concrete would be crushed and returned to the contractors for
USe as "bedding" material. Fees collected from contractors and truckers depositing
concrete at the process pad would cover the operating expenses of the project.
The Southern Council of Conservation Clubs has examined this proposal, and endorses it
for its economical, ecological and social benefits. These are, according to the club,
as follows: (1) placing the large pieces of concrete in the bay to form reefs creates
a constructive alternative to dumping them in rapidly being used landfill sites;
(2) artificial reefs create and enhance the ocean floor habitat and establish new fish
populations and sport fishlng opportunitles in the Santa Monica Bay, (3) will conserve
fuel and save on other transportation expenses since the distance from the demolition
sites to the sea reef collection pads will be less than the distances to the nearest
useable landfill site.

The suggested locatlon for the processlng pad in this presentatlon is at the foot of
Imperial Boulevard near the Los Angeles Airport.
Recom'J1endation
The proposed reef location appears to be within the territorial limits of the Clty of
Santa Monica. Section 10201 of the munlcipal code defines the Santa '1onica Harbor as
that portion of the Santa Monica Bay included wlthin the corporate territorial limlts
of the City. It is staff's opinion that it would be necessary to receive the Clty
Council's approval for this project. If Council desires to pursue this project further.
they should refer the project to the staff for further conslderation and recomwendation
to the City Council.
