SUBJECT: Reef Project
The Recreatlon and Parks Commission met in regular session on July 16,1981. At this
meeting a presentat10n on the reef project was made. A motion was made to forward
the followlng recommendat1on to C1ty Counc11. based upon that presentation.
Mr. Durst moved to recommend to the City Council to endorse the concept of the Reef
ProJect. The motlon was seconded by Mr. Powell.

SUBJECT: Reef Project
Introduction
This report is to briefly infQnm the City Council as to the nature of the reef project.
Background
The Southern Council of Conservation Clubs, Inc., appeared before the Recreation and
Parks Commlsslon on July 16, 1981, to present a proposal to construct artiflClal
reefs 1n the Santa Monica Bay. Briefly, the proposal envisions that the concrete from
demolition projects be trucked to a process pad and dock located at the shorel1ne
near where the reefs are to be created. The concrete would be cleaned and separated,
and the larger segments would be located onto a special transport vessel and taken to
the reef slte where they would be deposited on the floor of the bay 1n a prescribed
pattern. Small pieces of concrete would be crushed and returned to the contractors for
use as "bedding" material. Fees collected from contractors and truckers depositing
concrete at the process pad would cover the operating expenses of the project.
The Southern Council of Conservation Clubs has examined this proposal, and endorses 1t
for its economlcal, ecological and social benefits. These are, according to the club,
as follows: (1) placlng the large pieces of concrete in the bay to form reefs creates
a constructive alternatlve to dumping them 1n rapldly being used landfl11 sltes;
(2) artific1al reefs create and enhance the ocean floor habitat and establish new f1Sh
populations and sport flshing opportunltles in the Santa Monica Bay; (3) wlll conserve
fuel and save on other transportation expenses since t~e dlstance from the demolition
sites to the sea reef collectlon pads will be less than the distances to the nearest
useable landfill site.

The suggested locatlon for the processlng pad in thlS presentation is at the foot of
Imperial Boulevard near the Los Angeles Airport.
Recommendation
The proposed reef locatlon appears to be withln the terrltorla1 11mits of the Clty of
Santa Monica Section 10201 of the municipal code defines the Santa Monlca Harbor as
that portlon of the Santa Monlca Bay lncluded wlthin the corporate territorlal limits
of the City. It is staff's oplnion that lt would be necessary to receive the Clty
Councll 's approval for this proJect. If Councll desires to pursue thlS proJect further,
they should refer the project to the staff for further conslderatlon and recommendation
to the City Councll.
