SUBJECT: Proposed swap meets to benefit Fam~ly Serv~ce of
Santa Monica
IntrodUct~on
Th~s report ~s in response to the request by Fam~ly Serv~ce of
Santa Mon~ca to use the park~ng lot at the County Court House
for a swap meet on April 25, 1981 and to hold two swap meets
annually thereafter. It makes a recommendation based on the
results of the f~rst two swap meets held ~n th~s locat~on on
August 18, 1979 and April 26, 1980.
Background
Ms. Beverly McCoy contacted the Clvic AudltorlUID in July, 1979,
regardlng the use of the parklng lot for a swap meet for the
Family Serv~ce organ~zation. At that tlme she was told that,
although the bUllding was not booked, a more des~rab1e locatlon
would be the County Court House park~ng lot as the space at
the Clvic Aud~torlum could not be guaranteed. She was also told
that Clty POllCY had been not to allow such an event and lt
would need City Counc~l approval. It was also declded at that
tlme that the C1V1C AudltorlUffi parklng lot and perhaps the
snack bars would be open and the regular parking fee would be
charged for patrons of the proposed swap mee~ lf permisslon was

granted thereby br~nging ~n some revenue for the City. The
Police Department had no serlOUS obJect~ons to the flrst two
events and ~t gave them an opportun~ty to observe ~f problems
often assoc~ated with swap meets and flea markets lndeed
ex~sted and to what extent. The Planning Department however
felt that these events would open the door to many such requests.
This, however, has not been the case and the Pollee Department
encountered no problems.
Recommendat~on
Staff recommends that C~ty Counc~l approve the proposal of the
Fam~ly Serv~ce of Santa Mon~ca subJect to ava~labil~ty and the
recommendatlons and regulations of the Santa Monlca Police
Department and C~ty Staff.

Family Service of Santa Monica has held two Swap Meets in the
past two years (1979 and 1980) and are planning to hold another
on Apr11 25, 1981. (Please see Permit No. 3762.)
There were no incidents with the police and the events vere most
successful and helpfUl as a fUnding source ~or our Agency.
We would appreciate permission to hold two of these Swa.p Meets on
an ann~~l basis without the necessity of applying to the city each
tiIl1e. This would help us greatly in planning our proj ected income
for the year ahead.
