Recommendation to Adopt Resolution Approving the
Contract for Emergency Replacement of the ci vie
Auditorium Cooling Tower
Introduction
This report recommends that the city Council adopt the
attached resolution approving the contract executed by the city
Manager for emergency replacement of the Civic Auditorium cooling
tower.
Background
The cooling tower on the roof of the Civic Auditorium is
over thirty years old and has deteriorated to a dangerous
mechanical and structural condition.
As a result of almost
continuous breakdown of the drive belt fan mechanism, the cooling
tower has failed mechanically on many occasions resulting in the
discomfort of attendees at scheduled Auditorium events. The
deteriorated structural state of the wooden tower has made work
on the tower unsafe as repair personnel must climb and walk on
the tower to effect the repairs.
The tower is integral to the HVAC system and was budgeted to
be replaced in FY 1988-89.
However, after re-evaluating the
condition of the tower, Staff determined that the replacement of
the cooling tower could not be delayed until scheduled for design

and construction but should be commenced immediately.

prepared specifications for replacement of the cooling tower and
negotiated with three contractors for the lowest bid. A contract
for the replacement of the cooling tower was executed with
Russell Heating and Air Conditioning in the amount of $29,368.00.
section 608 of the Santa Monica Charter provides that the
city Council may find that certain work is deemed to be of urgent
necessity for the preservation of life, health or property. In
the opinion of the City Engineer, such a condition exists with
respect to the Auditorium cooling tower.
BUdget/Financial Impact
Funds are available in Account No. 32-740-621-000-910 in the
amount of $29,368.00.
Recommendation
It is recommended that the City council adopt the attached
resolution approving the contract executed by the City Manager
for emergency replacement of the Civic Auditorium cooling tower.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA FINDING THE URGENT NECESSITY FOR
AND APPROVING THE CONTRACT EXECUTED BY THE
CITY MANAGER FOR THE EMERGENCY REPAIRS TO REPLACE THE
COOLING TOWER AT THE CIVIC AUDITORIUM
WHEREAS, the city Engineer has determined that the cooling
tower and supporting structures located on the roof of the Civic
Auditorium have deteriorated to such an extent that they present
a significant threat to the preservation of life, health, or
property~ and
WHEREAS, the city Engineer has determined that an urgent
necessity exists such that repairs to the cooling tower and
supporting structures are needed immediately; and
WHEREAS,
public bidding would
delay
the
repairs,
potentially jeopardizing life, health, and property,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. In accordance with Santa Monica Charter Section
608, the City council declares and determines that an urgent
necessity exists for repair of the Civic Auditorium cooling tower
and supporting structures and that such repairs are necessary for
the preservation of life, health, or property.

SECTION 2.
The City council approves and affirms the
contract executed by the city Manager for the replacement of the
civil Auditorium cooling tower without the necessity for public
bidding.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
