SR-307-002-04 (3) EPWM:CP:AA:LF:SA: F:\DATA\SPFILES\SP1848 \cc1848.doc Council Meeting: August 14, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Contract for the Civic Auditorium Boiler Replacement Project Introduction This report recommends that the City Council authorize the City Manager to execute a contract with Bon Air, Inc., the best bidder, for the Civic Auditorium boiler replacement project in the amount of $126,000 and approve $20,000 in contingency funds for this contract. Background The existing boilers at the Civic Auditorium were installed when the building was constructed in 1958. They are rusted beyond economic repair, are not efficient and require frequent maintenance. During the Fiscal Year 2000/2001 Budget process, City Council approved funding in the Capital Improvement Program to replace the Civic Auditorium boilers. This project includes replacement with new energy efficient boilers that function properly and require less maintenance, and construction of a separation wall between the boiler room and the compressor room required by current building code. 1 Discussion A Notice Inviting Bids was published on June 8 and 10, 2001 in the Los Angeles Times Westside Weekly, F. W. Dodge newsletter, and the Daily Construction Service. Twelve contractors attended the pre-bid job walk and eleven contractors requested bid packages. The City Clerks office received five sealed bids, which were publicly opened and read out = loud on June 25, 2001 by the Deputy City Clerk. The bid results were as follows: Bon Air Inc. $126,000 L.E.C. Service Inc. $143,431 Dalaj Int’l Corp. $149,000 Alfa 26 Construction Company $151,400 Graycon, Inc. $156,825 City Engineers Estimate $130,000 = Bon Air Inc. furnished a list of references, all of which reported that the contractors work = was satisfactory and that work was completed in a timely and cost efficient manner. Bon Air Inc. recently replaced similar boilers at Hart High School in the City of Santa Clarita and is currently working on modernizing the mechanical system for the Placerita Junior High School also located in the City of Santa Clarita. The California Contractors State License Board verified that the contractors license is current, active and in good standing. = 2 Financial/Budget Impact FUNDS REQUIRED Contract $126,000 Contingency $ 20,000 $146,000 Funds in the amount of $146,000 are available in account C32056801.589000, “Civic Auditorium Boiler Replacement.” Recommendation Staff recommends that the City Council: 1. Award a contract for the replacement of the Civic Auditorium boilers in the amount of $126,000 to Bon Air, Inc. and approve contingency funds in the amount of $20,000 for this contract; 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in accordance with the Administrative Instructions on change orders.
