SUBJECT: Award of Design-Build Contract for Civic Auditorium Floor Repair
Introduction
This report recommends that the City Council award a design-build contract to BEST
Roofing and Waterproofing Inc., the best bidder, in the amount of $435,627 for Civic
Auditorium Floor Repair and approve $79,373 in contingency funds for this contract.
Background
The Civic Auditorium is an important City facility that has been operating since
constructed in 1958. The Civic Auditorium Main Hall includes a large tilting floor. The
flexibility in the floor operation allows for different types of events to occur in the Main
Hall: the floor in its tilted position accommodates concerts and performances; in its level
position it functions as exhibit space. The tilting floor consists of an elevated concrete
slab over a steel pan, structural steel beam and girder system. Deflection in the floor
occurs when heavy loads are applied, such as people dancing at concerts and the
movement of forklifts setting up exhibits and carrying equipment. After years of
deflection, the elevated concrete floor slab has developed cracks and loose and broken
concrete. The City hired Nabih Youssef Structural Engineer to study these concerns.
The study concluded that although the floor is safe and usable, it does not comply with

current structural standards and included recommendations for strengthening and
stiffening the floor.
Discussion
This project consists of implementing the structural upgrades recommended in the
structural engineer’s report:
Adding steel beams
?
Reinforcing the existing steel girders; and
?
Repairing the concrete cracks and spalls.

These structural upgrades will result in a structurally sound floor that will have less
deflection. In addition to strengthening the tilting floor, this project includes recoating
the concrete floor at the upper concourse stadium seating area with epoxy; replacing
the stage flooring and preparing a set of “as-built” drawings to confirm the facility is
compliant with the American with Disabilities Act (ADA).
Should the Landmarks Commission designation of the interior of the Civic Auditorium be
upheld, this project will require review by Landmarks at either the Commission or staff
level.
On December 3 and 8, 2001, a Notice Inviting Bids for the construction contract was
published in the California Section of The Los Angeles Times. Bid packages were
requested by sixteen contractors. The City Clerk's office received four sealed bids that
were publicly opened and read aloud on December 17, 2001 by the Deputy City Clerk.

The results were:

BEST Roofing and Waterproofing, Inc. $435,627
T.L.D. Construction $493,700
ALFA 26 Construction, Inc. $532,800
City Engineer's Estimate: $550,000 to 600,000
The bid of the lowest monetary bidder, HMI Construction Services was non-responsive
because it failed to provide evidence of experience on projects of similar size, scope
and cost, as required in the Bidders Qualification Statement, which is used to determine
the best bidder.
Section 2.24.072 of the Santa Monica Municipal Code, as amended by Ordinance
Number 1998 (CCS), sets forth the criteria under which staff may determine the best
bidder as:
1. Price;
2. The quality of the material or services offered;
3. The ability, capacity or skill of the bidder to perform the contract or
provide the materials or services;
4. The capacity of the bidder to perform the contract or provide the service
promptly, within the time specified, and without delay or interference;
5. The sufficiency of the bidder’s financial resources;

6. The character, integrity, reputation, judgment, training, experience and
efficiency of the bidder;
7. The ability of the bidder to provide such future maintenance or service as
may be needed; and
8. Any other factor which will further the intent set forth in Section 608 of the
City Charter.
The best bidder, BEST Roofing and Waterproofing, Inc. of Gardena, CA, supplied the
City with the names of recent similar projects. The projects involved structural steel and
concrete floor repairs similar to the Civic Floor Repair project. The references included
City of San of San Jose, City of Los Angeles Department of Public Works and the World
Trade Center of Long Beach. All contacts reported that the firm’s work was satisfactory.
The State Contractors' License Board verified that the Contractor's license is current,
active, and in good standing. In planning the construction schedule, events at the Civic
Auditorium have been scheduled to coordinate with construction, which is scheduled to
begin in July 1, 2002 and end August 30, 2002.

Staff recommends that the City Council:
1. Award a design-build contract for the Civic Floor Repair project to BEST
Roofing and Waterproofing, Inc., the best bidder, in the amount of
$435,627 and approve $79,373 in contingency funds for this contract.
2. Authorize the City Engineer to issue any necessary change orders to
complete additional work in conformance with the Administrative
Instructions on change orders and within budget authority.
