40% of staff tlme lS spent ln dlrect serVlce to Santa Monlca resldencs.*

to the Center's budget In the sense of fundlng costs already funded. The re-
port states that CETA funds $214,450.00 of budgeted costs. In actualJ.ty
CETA funds apprcxlmately $96,000.00 of budgeted costs. The Santa Monlea
grant ~s, rather,30% of operatlng costs, plust $92.00 per mo. salary
suoplement for 12 CETA posJ.tlons. The aAount of the suppleDlent r.BS been
determlned by DOL regulatlons. The supplereent of CET~ salarles 4as requested
so as to lmprove the quallty of serVlce to resldents. It was deterwlne~
that a conservatlve, but adequate RFP \..'Ould be \-nsest. Thus, the re0,uest ior

It has come to my attention that you haV0 awarced the Cer.~er
for Human Rights in Me~tal HealLh S~2,134.50 as pe~ their

CARCH, represents facilities in both Santd !':on;ca and the
Los ~ngeles areas, as ~211 as statewide, there appear to be
cer"Cain factors that I am not sure you h~ve b~~n aware of

groups providing siNilar servi~es. v
Fs c point of fact, the Cal Hornia State DepC'.:'trrent of t:ental
HealLn is in the process of, by co",petltive biad~ng, ~akir.g.
.an award of aDproxi~ately $59,000 to ~rovlde the services
\'ihich NOVA has heretofore provided under fU'1ding fror.! the
state. This year, the funding has been up for co~petiLive
bidding because of a general feeling of dlsatlsfaction with
the present services, and that it is possible "Chat the award
reay well go to another group, other than r;OVA.. However, by
G..\~arding r;JV~ the ~mount you did, you are setting up elther
duplicaLe and/or competitive fundipg. By this I mean that
if the state does award NOVA the contract, yo~ ere providing
them with addiLional funds above and beyond the award they
are receiving for this state funded program. If, hO\'/ever,
NOVA does not win the award, you are funding a group that
will duplicate the state awarded contract.
As I read the "-proposal" as indicated by the letter requesting
such funds. this isinot in my ~stimation a proposal, but
rather only an expression of need for s:.Jch services and the
ge~eral provlsion aT such services by the NOVA proJect. It
Goes pot propose how these funds would b2 used to pake such
an at~rd on such minimal information seE"5 very inappropriate.
for examply, lt is unclear, buth by imolication, these monies
nay go to fupd services. for only two of the six facilities in
which ~OVA operates in; those being ones in Santa Monica. To
award alrroost the same amount as the state grant for one third
of their facili~ies se2~S to me to be hlghly inappropriate.
As point of fact, one of the facilities in Santa Monica in
which NOVA organizers were active (e.g. Bayside Manor) has
