This year, the funding has been up for co~petiLive bidding because of a general feeling of dlsatlsfaction with the present services, and that it is possible "Chat the award reay well go to another group, other than r;OVA.. However, by G..\~arding r;JV~ the ~mount you did, you are setting up elther duplicaLe and/or competitive fundipg. By this I mean that if the state does award NOVA the contract, yo~ ere providing them with addiLional funds above and beyond the award they are receiving for this state funded program. If, hO\'/ever, NOVA does not win the award, you are funding a group that will duplicate the state awarded contract. As I read the "-proposal" as indicated by the letter requesting such funds. this isinot in my ~stimation a proposal, but rather only an expression of need for s:.Jch services and the ge~eral provlsion aT such services by the NOVA proJect. It Goes pot propose how these funds would b2 used to pake such an at~rd on such minimal information seE"5 very inappropriate. for examply, lt is unclear, buth by imolication, these monies nay go to fupd services. for only two of the six facilities in which ~OVA operates in; those being ones in Santa Monica. To award alrroost the same amount as the state grant for one third of their facili~ies se2~S to me to be hlghly inappropriate.
