BACKGROUND At Its meetIng on October 9, 1984, Councll adopted ResolutIon No. 6927 (CeS) WhICh establIshed the Art Bank Program. One prOV1Slon of th1S program outlInes the procedure 10 WhICh the Clty reviews and accepts permanent loans, donations, and bequests of works of art for inclUSIon 1n the Art Bank. The Arts CommiSSIon has receIved such an offer of a donatIon fro. Mrs. ElIzabeth RUd~, a Santa Monica reSIdent. Mrs. Rude has of- fered the CIty an oil paint1ng by EmIl Kaso, Jr. !he paIntlng, which was fIrst exhIbIted at the San Franc1sco World's Fa1r during the 1930's, 1S an impressionlst1c interpretatIon of a typlcal CalIfornIa hIlls scene apd measures 24" X 29". At ltS meetlng on February 25 and pursuant to the establlshed procedure concern~ng donatlons of artwork, the Arts Comm~ss~on consldered the recommendatlon of the Art Bank Jury that the offer of this palnt1ng be accepted. The Arts Commlsslon voted unan1- mously to accept thlS recommendatlon and to present lt to Coun- cll. If accepted by ~ounell, the palntlng would become part of the Art Bank collectlon and would be dlsplayed In varlOUS publlC loeat1ons throughout the Clty, as speclf1ed ln the Art Bank Program. BUDGET/FINANCIAL IMPACT There 15 no budget 1mpact on the Clty resultlng from Counell ac- ceptance of th1S offer. The pa1nting lS 1n excellent eond1tlon and will have extremely low ma1ntenance requlrements. Any future ma~ntenance costs would be funded from the admln1stratlve expen- d1tures of the Percent for Art Program. Also, the palntlng would be covered under the ~lty'S eX1stlng self-lpsurance. RE~OMMENDATION The Arts romm1SSlon respectfullY recommends that Counell accept the offer of Mrs. Ellzabeth Rude to donate an all palntlng by Emll Koso, Jr., to the City.
