SUBJECT: Recommendation to Approve the 1987/88 Annual Art Plan
for the Percent for Art Program
Introduction
The following staff report recommends Council approval of the
1987/1988 Art Plan for the Percent for Art Program as recommended
by the Arts Commission.
Background
By terms of the Resolution establishing a revised city of Santa
Monica Percent for Art Program, the Arts commission is
responsible for coordinating the preparation of an Annual Art
Plan. Such a plan was not prepared for fiscal year 1986/87 due
to a staff vacancy, but no significant expenditures were made
from that year'S PFA allocation. The plan, presented herein,
includes specifications for expenditure of unexpended funds from
prior years.
Proposal
The Arts Commission recommends the following Art Plan:
1. "The Big Wave" (Gate\vay to Santa Monica)
The sum of $60,000 is allocated to "The Big Ii/ave" by Tony DeLap.
The city's contribution is being matched on a 3:2 basis via a

$15,000 grant from the Art in Public Places Program of the
National Endowment for the Arts and a $25,000 grant from the
Santa Monica Arts Foundation raised from a variety of private
sector sources including the Frederick weisman Foundation. When
installed later this year over Wilshire Boulevard at Franklin
street, the arch will function as a visual signature for Santa
Monica.
The idea of building a contemporary city gate grew when numerous
arts, business, government and community leaders articulated a
need to physically differentiate Santa Monica from Los Angeles.
A call for monumental gateway design stimulated provocative plans
from first-rate artists and architects such as Frank Gehry, Eric
Orr and Mark Lere. Proposals were reviewed by a jury of experts
including Richard Koshalek, Director of the Museum of
Contemporary Art (MOCA). The 80' x 42' sculpture, fabricated
from rolled, welded and painted steel, symbolizes an ocean wave.
The roll of the wave points north away from the beach. Going
south on Wilshire one drives under the curl. At night, the form
of the sculpture is a line of incandescent light emitted through
a one inch slit on the underside of the structure.
2. "Solar Web"
The sum of $25,000 is allocated to "Solar Web'~ by Nancy Holt.
The city's contribution is being matched on a 1:2 basis by a
contribution of $50,000 from southmark Pacific Corporation
through the Santa Monica Arts Foundation. "Solar Web", third in
a series of ten Natural Elements Sculpture (NES) Park

installations is a steel pipe structure topped by a twelve
pointed sun star which relates to three concrete elements placed
on the sand. The sculpture will function as a marker for the
summer and winter solstice and spring and autumn equinox. A
particularly dramatic effect will occur at noon on the summer
solstice. At other times "Solar Web" will provide shifting
shadow patterns cast on the sand. This 16' high, 72' long art
work is sited to frame the sun setting into the Pacific at a
location on the beach near the Venice-Ocean Park border. The
project will be completed in early 1989.
3. Main Library
The sum of $12,000 is allocated for an art work measuring 5' x 22
1/2' for the south wall of the entry to the newly renovated Main
Library to be determined by an open competition Selection
Committee advised by Deborah Irmas and consisting of Carol
Aronoff, Roger Genser and Robert Heinecken. Artists have been
encouraged to use the historical photograph cOllection of the
Santa Monica Public Library as a source of images. The project
will be completed in early summer, 1988.
4. Airport
The sum of $34,700 is allocated for artwork for the new
Administration Building to be determined by an open competition
selection committee consisting of Lindsay Shields, Denise Dubroy,
Richard Solberg, Josine Starrels and Lloyd Hamrol. The Santa
Monica Airport Administration building includes the Airport
offices, an airport restaurant overlooking the runway and various

public viewing areas including a roof-top observation deck,
pilots' lounge and other public amenities. It also includes
about 10,000 square feet of commercial office space surrounding
an atrium on the lower parking lot level. Artists have been
encouraged to focus their proposals on the sod roof, courtyard
and interior lobby. An exhibition of five finalists will be held
in June, 1988.
5. pier
The sum of $73,700 is allocated for artwork on or adjacent to
Santa Monica Pier in a manner to be determined by a selection
committee consisting of an artist, PRC representative and Paul
Leaf. An R.F.P. will be devised to conform to special design and
construction plans when they become available.
6. Art Bank
The sum of $20,000 is allocated for purchases of art for the
city's Art Bank collection. A plan to purchase outdoor sculpture
for the courtyard of City Hall will be studied by an
implementation committee consisting of Jane Ullman, Judy Neveau
and Michael McCarty.
7. The sum of $5,551 is allocated in the General Fund account
for a contingency reserve.

Budget and Fiscal Impact
$122,551 is available in Percent for Art General Fund Account
#01-740-560-000-905. $73,700 is available in P.F.A. pier Account
#30-740-560-000-905. $34,700 is available in P.F.A. Airport
Account #33-740-560-000-905. The total budget and fiscal impact
of the 1987/88 Art Plan is $230,951.
Recommendation
This report recommends Council approve the 1987-88 Art Plan for
the Percent for Art program and expenditures totaling $230,951 as
proposed by the Arts Commission.
