Approval to Subm~t Applications
for funding for the Arts Comm~ssion
for the Remainder of FY 1982 - 83
INTRODUCTION
This report requests author~zation for the City Manager to seek
and apply for funding from public and prLvate sources for
requests of $10,000.00 and less dur~ng the remainder of FY 1982 -
83 for the Arts Commission programs.
For requests in excess of
this amount the Council would be asked to approve each request on
an ind~vidual basis.
BACKGROUND
Section 2933 of the ordinance establishing the Arts Commission
states that the Commission shall..."solicit pr~vate funds and
grants
earmarked
for arts act~vi ties in the city" .
The
Commission
has
several such activ~ties scheduled for the
rema~nder of th1s fiscal year ~ncluding free public performances,
a conference on art in public places, the poster competition
printing and d~stribut~on, and a community newsletter. In
addition, during this time it will also be seeking support for
the programs to begin ~n FY 1983 - 84. The Commiss~on plans to

approach a number of Lndivlduals, corporatLons, foundatlons and
publlC agenCleS, such as the Californla Arts Councll and National
Endowment for the Arts, to seek support for these programs.
Approval for the CommisSlon to apply for such support ln amounts
of $10,000 and less would also allow the City Manager to sLgn
such grant appllcations as necessary. Such requests for
donations shall be made and funds recieved in FY 1982 - 83, but
may include support requests for FY 1983 - 84 programs. All
requests ln excess of $10,000 wlll be brought before Council for
approval on an individual basLs.
There are two reasons such a resolution is beLng requested:
1) Ten to twenty such requests are estLmated for the remainder
of the flscal year. ThlS volume of small donatlons WLll require
signlficant staff time if CouncLl approval is requlred for each
one as it arises.
2) Fundlng schedules of potential donors may not allow for the
turn-around time necessary for a formal Council approval of each
indivldual request.
Typical grant requests would lnclude ltems such as an approach to
a large corporation for a donation of $3,000 of prlnting for an
Art ln Public Places Conference, or $7,000 for artist fees for
outdoor performances in the parks during the summer. All funds
recelved will be payable to the Clty of Santa Monica and wlll be

deposited in the Arts Commiss1on account 1n the General Revenue
Fund.
RECOMMENDATION
It is respectfully recommended that the City Counc1l author1ze
the City Manager to approve grant applications developed by the
Santa Mon1ca Arts Commission Wh1ch seek program activ1ty funding
support, from private and public sources, in amount of $10,000 or
less for the balance of fiscal year 1982-83.
