"'305"- 00"'2--- ~ "Z- DL:bh council Meeting: 10/1/85 Santa Monica, California TO: Mayor and City Council FROM: City staff SUBJECT: Recommendations for the Expenditure of city Funds for the Installation of a Commemorative Sculpture of Arca- dia Bandini de Baker in Palisades Park INTRODUCTION This report outlines the final plans for the design and installa- tion of a commemorative sculpture of Arcadia Bandini de Baker in the Rose Garden of Palisades Park. Also this report recommends that the $6,000 of city funds which have been appropriated in the FY 1985-86 budget for this sculpture now be allocated to the San- ta Monica Historical Society. BACKGROUND During Council consideration of the FY 1985-86 budget, the Santa Monica Historical Society, in conjunction with the heirs of Arca- dia Bandini de Baker, proposed to install a bust in the likeness of Arcadia Bandini de Baker in Palisades Park. This sculpture would commemorate Mrs. Bandini as a benefactor of Santa Monica and would express the City's gratitude to her generosity. The cost of the proposed sculpture was $12,000. In approving the FY 1985-86 budget, Council approved this request and appropriated $6,000 for this sculpture. Expenditure of these funds was contingent upon Council approval of final design and installation plans. Council subsequently directed Staff to con- suIt with the Recreation and Parks commission, the Arts Commis- sion and the Landmarks commission to solicit their input regard- ing the size, location, and materials for the sculpture. On August 22, 1985, a meeting was held in the Rose Garden of Palisades Park to discuss and finalize the design and installa- tion plans for this sculpture. Attending this meeting were: 1. Linda Evans, Recreation and Parks Commissioner 2. Jane Ullman, Arts Commissioner 3. Suzanne Shellaby, Landmarks Commissioner 4. Louise Gabriel, Santa Monica Historical Society 5. Ricardo Bandini Johnson 6. Masahito Sanae, Artist 7. Vivian Rothstein, Assistant to the Director of Recreation and Parks for Community Liaison 8. David Lutz, Cultural Arts Administrator - 2 - ~.~ . Council Meeting: ~/l/85 e Santa Monica, California After viewin~ the model of this sculpture and touring the pro- posed site for it, this committee agreed on the following design and installation details: 1. Bust The Santa Monica Historical Society has determined the like- ness for the bust will be a younger one than had originally been proposed and will be selected by the Bandini family. Also, the bust will be cast in bronze. 2. Pedestal The pedestal will be sculpted from black granite. Also, it will be reduced in height from approximately 8 feet to ap- proximately 6 feet. with this color and this height, the pedestal will not dominate the bust or other sculpture in the park. 3. Siting The sculpture will be located in the center of the Rose Gar- den in Palisades Park and will be surrounded by rose bushes. 4. Inscription The inscription on the plaque on the pedestal will be chosen by the Santa Monica Historical Society, in consultation with the Bandini family. - 3 - DL:bh Council Meeting: e 10/1/85 e Santa Monica, California 5. Night Lighting After further discussion with the Park Superintendent and Electrical Superintendent, it has been determined that spe- cial night lighting of the sculpture will not be possible due to maintenance problems. BUDGET/FINANCIAL IMPACT city funds in the amount of $6,000 (01-700-274-000-850) were al- located for this sculpture as part of the FY 1985-86 approved budget. These funds would be expended with Council approval of these design and installation plans. RECOMMENDATION It is recommended that council approve final plans, as outlined, for the design and installation of a commemorative sculpture of Arcadia Bandini de Baker in the Rose Garden of Palisades Park.
