Selection of City Councilmembers to Participate in the Final Community
Workshop for the Community Cultural Plan: Creative Capital.
Recommended Action
Staff recommends that City Council appoint up to three Councilmembers to participate
in the final community workshop to review preliminary recommendations for the new
cultural plan on Wednesday November 8, 2006.
Executive Summary
In February of this year, City staff and project consultants began a community-based
process to develop a new cultural master plan for Santa Monica that has involved
numerous community forums and planning activities throughout the spring and summer.
Participation of Councilmembers in a final community workshop will allow for first hand
observation of the community's cultural priorities. Inclusion of a quorum or more of all
Councilmembers would be in violation of the Brown Act, and therefore selection of up to
three Councilmembers is requested.

Discussion
After seven months of research, analysis and community dialogue, project consultants,
the Cultural and Planning Group, have completed the initial phases of the cultural
planning process and are ready to present preliminary findings and recommendations
and to prepare a draft plan. The methodology included a number of topic oriented
workshops, several community meetings, a written survey of the non-profit arts
organizations in Santa Monica, a telephone survey of 492 residents and an interactive
website (www.creativesantamonica.smgov.net). The research shows high levels of
involvement in and enthusiasm for the arts.
Staff and the consultant team began presenting the findings and preliminary
recommendations to the community at a variety of venues in early October. Th e
workshop on November 8th is the final citywide workshop prior to the formal
presentation of the draft plan to the Arts Commission in December and to the City
Council in January, 2007.
The community cultural planning process would benefit by the inclusion of Council
members in this final workshop. Participation in the workshop by more than three
Councilmembers could be construed as a violation of the Brown Act. Staff therefore
recommends that Council select three members to participate in workshop.
Alternatively, if other Councilmembers would like to participate, Council could delay its
participation and response to a formal Council study session on these issues when the
draft plan will be presented to the Council as a whole.
