Background The Art Bank Program was established on October 9, 1984, with the adoption of City council Resolution No. 6927 (CCS). The purpose of the program is to enrich the lives of residents and visitors by: 1. Bringing contemporary art into the environment and life of Santa Monica; 2. Encouraging both emerging and established artists by supporting and purchasing their workj 3. Acquiring a distinguished art collection for the City of Santa Monica; 4. Documenting the history of art in Santa Monica. - 1 - b~M JAN 1 0 15liS . e ./ As the works of both resident and non-resident artists are acquired, they are made accessible to the public by display in interior public spaces such as City Hall offices and libraries. The display of artworks rotates among such spaces from time to time when appropriate. As established in the resolution, the Arts Commission appoints three jurors to assist in the selection of art works for inclusion in the Art Bank. A majority of jurors must live or work in the City of Santa Monica. Each jury includes at least one artist and/or acknowledged expert in contemporary art. For 1988-89 the Jury was composed of three artists: George Herms, Bruria Finkel, and Tony Berlant. Implementation At its meeting on November 21, 1988, the Arts commission considered the recommendations of the Art Bank jury for new acquisitions. The Arts Commission unanimously endorsed a plan to purchase five recommended sculptures: Artwork Artist Price Hand to Mouth william Tunberg $3,500 Eau de Lourdes Kim Abeles $3,500 The Majestic Michael McMillin $3,500 The Cat Gwenn Murrill $4,500 Dayspring Ann Page $3,000 Photos are available in the Council Office for Council Members' review. The works themselves may be viewed in the office of the - 2 - . ~ City Manager and the Department of Cultural and Recreation Services. Budget an~ Fiscal Impact $18,000 is available in the Percent for Art General Fund Account #01-740-560-000-905. Recommendation City staff recommends that the city Council authorize the city Manager to negotiate and execute contracts for the purchase of five art works for the Art Bank as approved by the Arts Commission on November 21, 1988.
