Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute an amendment to Contract 6822 (CCS) with Community Arts Resources (CARS) the producers of the Santa Monica Festival 2000 for added millennium activities. Discussion On February 9, 1999, the City Council approved a series of activities to celebrate the new millennium. The Santa Monica Festival in Clover Park, with the addition of fireworks, was identified as the culminating event of the City-produced millennium observations. In 1998, CARS was selected as the producer of the annual Santa Monica Festival through a competitive process and awarded a three-year contract. Expansion of the festival in 2000 requires a contract revision broadening the scope of services and increasing the festival budget. In previous years the festival has ended at dusk, approximately 6:00 pm. The festival in 2000, due to the addition of fireworks, will not end until approximately 9:00 pm, increasing programming by three hours. After-dark programming will incur extra expenses for lighting, security, talent and other services. Budget/Financial Impact The current CARS contract allocates an amount not to exceed $90,000 as compensation for the festival. The increased scope of services requires an increase of $56,000 for a revised total not to exceed $146,000. The City's Adopted Budget already includes appropriations for $114,000 of this amount. The remaining $32,000 is to be financed by available and anticipated revenues from the California Arts Council and the Santa Monica Arts Foundation. Funding from the CAC in the amount of $11,400 has been awarded, and funding in the amount of $13,000 has been raised by the Santa Monica Arts Foundation. It is projected that the Santa Monica Arts Foundation will raise an additional $7,600 during the fiscal year; however, these funds are not yet available. It is understood that, if the projected $7,600 is not raised, this amount will be provided by the General Fund. Decrease interfund transfer account 01695.578360 by $(3,700)*. *Interfund transfer amounts are currently budgeted at $15,100 and $(15,100), respectively. They should be decreased to equal $11,400 and $(11,400). Recommendation City staff recommends that the City Council authorize the City Manager to negotiate and execute an amendment to Contract 6822 (CCS) with Community Arts Resources to produce the Santa Monica Festival 2000 with added millennium programming, and authorize the budget changes listed in the Budget/Financial Impact section.
