RECOMMENDATION TO APPROVE ALTERNATE PARADE ROUTE
AND FIREWORKS FOR KID'S DAY FESTIVITIES

INTRODUCTION
This report recommends that the city Council approve requests for
fireworks and a parade on a route other than the city's
authorized parade route (SMMC Section 4241) for Kid's Day on June
2, 1990.
BACKGROUND
In 1985, City Council suggested that Santa Monica organize a
Kid's Day program modeled after an effort initiated by the City
of Seattle. Traditionally held in Spring, Kid's Day has been
sponsored by a number of other cities across the nation and is
usually composed of activities designed to make children feel
special, welcomed and valued by the community
A Santa Monica
Kid's Day was initiated in 1987 and has become an annual event.
As a result of the 1989-90 budget review process, city Council
expressed an interest in expanding the Santa Monica Kid's Day
program. In cooperation with the Community and Economic
Developement Department Kid's City Project, Kid's Day has been
expanded to a "Kid's Weekend".

BUDGET/FINANCIAL IMPACT
Kid's Day Activities will be financed from funds available in
Account #01-400-539-75003-6626-00000.
RECOMMENDATION
staff recommends that the City Council approve the following
special activities for Kid's Day on June 2, 1990:
1. Alternate Parade Route; and
2. Fireworks Salute at the Santa Monica pier

A RESOLUTION OF THE CIT~ COUNCIL OF THE CITY OF SANTA
MONICA AUTHORIZING THE HOLDING OF A PARADE ON JUNE
2, 1990 ON A ROUTE OTHER THAN THE OFFICIAL CITY
PARADE ROUTE
WHEREAS, pursuant to Section 4241 of the Santa Monica
Municipal Code, the City Council may authorize a parade route as
set forth herein,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That on June 2, 1990, between the hours of
10: 00 and 11: 00 a.m. participants in the Kids Day Parade are
authorized to conduct a parade along the following route:
The parade will start in the santa Monica city
Hall parking lot and proceed north on Main street to
Colorado Avenue, head west on Colorado, cross Ocean
Avenue and proceed on to the pier ramp to the west end
of the pier.
SECTION 2. Permission to conduct the parade is granted
upon the following conditions:
a. Parade units will be brought to the staging area,
the City Hall parking lot prior to 10:00 a.m. on Saturday, June
2, 1990.
b. Provide necessary number of police officers, as
recommended by the Santa Monica Police Department for crowd and
traffic control along the parade route.

SECTION 3 .
The city Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.

Recommendations Related to KidsDay, 1987
INTRODUCTION
This report provides Council with information regarding
preliminary plans which have been developed by City staff for
KidsDay 1987; recommends that Council waive the Carousel fees for
children up to age 17 for April 25, 1987 and approve the plans
outlined below; and requests that council provide input on
specific activities which Councilmembers may wish to see included
in KidsDay programming.
BACKGROUND
In 1985 City Council suggested that Santa Monica organize a
KidsDay program modelled after an effort initiated in Seattle
three years ago. Traditionally held the fourth Saturday in April
of each year, KidsDay has now been picked up by a number of other
cities across the nation and is composed of activities designed
to make children feel welcomed and valued by the local community.
Events generally include free admissions, discounts and
promotions aimed at kids up to age 17. In the third year of
their program Seattle included a survey of kids on their feelings
about City services and sponsored a competition for those who
wanted to be mayor for a day.

In response to Council interest, the development of plans for a
Santa Monica KidsDay, 1987 was subsequently included as a budget
objective for the Recreation and Parks Department for 1986-87.
PLANNING TO DATE
In preparation for KidsDay, two initial planning meetings have
been held by City staff. As proposed, the initial plans call for
the day's events to be divided into two main parts. The
morning's activities will be provided on a decentralized basis,
occuring in various sites around the City. Most of the
afternoon's events, including a closing ceremony, will take place
on the pier where merchants will be offering free rides and
reduced prices on amusements and food.
To date the following activities are being proposed by City
staff:
1. A drawing sponsored by the santa Monica Police Department in
which one girl and one boy would be selected to spend the day
with Officer Bill, tour the City jail, go out to lunch, and ride
in a patrol car.
2. An essay contest related to fire safety for sixth graders
only in which the winner gets a ride around the city in a fire
truck and has lunch with firefighters in one of the fire houses.
3. A morning library story hour and puppet show in a public
place downtown (perhaps Santa Monica Place) which would include
issuing of library cards to children on the spot.
4. Tours of the animal shelter and transportation building for
kids during the morning hours as well as special recreation

programs offered at City parks
5. Free trolley rides on a route designed for that day which
would pick kids up at the two junior high schools and take them
to the Pier for afternoon activities and return the~ to the
school sites.
6. Afternoon activities on the Pier including free bumper car
and carousel rides and reduced prices on refreshments and
souvenirs. A live remote broadcast by an area radio station is
being explored to provide music for dancing at the end of the
pier in the afternoon for older kids, ending at dusk. Other
activities at the pier would include a fishing contest sponsored
by the Recreation and Parks Department and a display of large
City equipment (such as a police patrol car, fire engine, and
sanitation truck) in the 1550 beach parking lot which kids could
climb aboard under the supervision of a city employee.
8. Westside Special Olympics will be holding competitions at
Santa Monica College on KidsDay which will be included in the
day's publicity.
OUTREACH AND PUBLICITY
An initial letter has gone out over the Mayor's signature (see
attached) requesting that children-serving businesses and
organizations participate in the event. Responses have been
received so far from the American Childrens Theater which will be
offering children's theater performances; the YWCA which will
offer free classes in dance, karate and gymnastics; the Girls
Club which will sponsor a special field trip or picnic; the L.A.
Childbirth Center: and two local bookstores. The Chamber of

Commerce will be sending out notices to its members encouraging
them to participate by offering discounts on merchandise.
A separate mailing will go out to the City-supported social
service agencies to generate interest in that segment of the
community regarding possible KidsDay-re1ated programs.
publicity for the day's events will be provided in the March
issue of Seascape, in public service announcements, and through
fliers distributed in the local schools. The activities of
participating businesses and organizations will be included in
the event publicity.
Future plans include the development of an overall theme for
KidsDay in Santa Monica. city staff has met with student
representatives from Lincoln and John Adams Junior High Schools
to solicit ideas on the theme and to invite a student from each
school to participate in the planning committee.
BUDGET/FINANCIAL IMPLICATIONS
The expenses for organizing KidsDay events will be minimal. Most
costs such as Seascape publicity, Police and Fire Department
Personnel, and the trolley will be absorbed through existing
departmental budgets. No specific funds have been budgeted for
the program. The revenue loss the City will incur from providing
free Carousel rides for children on the day of the event is
estimated to be minimal.
Overall financial benefit to the City from KidsDay activities
could include increased tourism, an enhanced reputation for the

City as a comfortable place for children, and marketing
opportunities for local merchants.
If successful, KidsDay could become an annual city sponsored
event.
RECOMMENDATIONS
It is recommended that City Council:
1. Approve the waiving of the Carousel fee for children up to
age 17 on April 25, 1987 in observance of KidsDay, Santa Monica
2. Approve the preliminary plans developed by City staff
described above
3. Provide input on specific activities which Councilmembers may
wish to see included in KidsDay programming.

The City of Santa Monica is initiating planning for a citywide
"KidsDay" modelled after a successful program first begun in
Seattle, Washington in 1985. Run for the past 2 years, the idea
has now spread to several other American cities which organize
activities for children on the fourth Saturday of April. The
overall message of IKidsDay" is that children and families are
appreciated and welcomed by the total community.
Activities generally include free or reduced admission to city
facilities, recreational programs and promotions organized by
private businesses and civic organizations (such as discounts,
give-aways, contests, displays and entertainment.)
Your organization/business is invited to participate in Santa
Monica's first "KidsDay" by offering an activity on that day
which you feel is appropriate for your group. All programs will
be publicized through the City newspaper (mailed to each of the
47,000 households in Santa Monica) as well as through posters,
press releases and public service announcements. KidsDay offers
you the opportunity to promote your own organization/business
while tying into a citywide event.
If you are interested in participating in KidsDay, 1987, which
will fall on Saturday, April 25, please fill out and return the
enclosed form. This will keep you informed about KidsDay as
planning progresses and will assure that your activity is
included in KidsDay publicity.
The City sees KidsDay as a positive statement to children about
the extent to which they are valued as members of the Santa
Monica community. We hope you will be creative in helping to
