SUBJECT: Use of Fireworks at the Santa Monica College’s 21st Annual "Celebrate
America" Concert Program on July 3, 2004.
INTRODUCTION
This report recommends that City Council approve a fireworks display at Santa Monica
College (SMC) during the College’s "Celebrate America" concert program on Saturday,
July 3, 2004.
DISCUSSION
City Council approval is required for the use of fireworks in local events. The City has
encouraged SMC to hold the "Celebrate America" concert program on Saturday, July 3,
2004, in the College Stadium from 5:00 p.m. to 9:30 p.m. and provided financial support.
The celebration will end with a fireworks display beginning at 9:00 p.m. This will be the
21st year that the event has been held at SMC.
All state and local Fire Department ordinances for aerial display fireworks will apply to this
event. Site plan approval will be required from the Fire Department, including review of
the spectator area, display area, and firework debris fall out area. As in the past, a Santa
Monica Fire Safety Officer will be on site for the duration of the fireworks display. Campus

Police will handle parking and traffic control and will direct traffic to exit on Pico Boulevard
rather than on residential streets. Campus Police will also monitor the gates to ensure that
no alcohol or fireworks are brought into the stadium.
BUDGET/FINANCIAL IMPACT
There is $9,500 budgeted in the FY 03-04 Community and Cultural Services, Cultural
Affairs Division to support the event.
RECOMMENDATIONS
Staff recommends that City Council approve the use of fireworks at the 21st annual
"Celebrate America" concert program at Santa Monica College on July 3, 2004.
