ThIS report prOVides InformatIon on the request of the Santa
Monica Beach Club to conduct a fIreworks display on August ~,
1984J In conJunctIon with an LAOOe-sponsored event.
Ba~kground
On October 11, 1983, the CIty Coun~ll dIrected staff to refer all
requests for fIreworks permits to the CIty CouncIl for approval
WIth the sole exceptIon of the Clty-sp~nsored July 4th annual
dIsplay.
CouncIl took thIS actIon In response to complaints
about exceSSIve nOIse assocIated With fIreworks held In the CIty
on other dates.
The CIty was approached recently by the Santa MonIca Beach Club
requestIng permISSIon to conduct a fIreworks dIsplay on August 4,

1984, In conJunctIon WIth a LAOOC - sponsored event. Pursuant to
CouncIl adopted POlICY, staff denIed the permIt, adVISIng the
applIcant that only the CIty CouncIl has the authorIty to grant a
permIt for thIS actIVIty. Because no regularly scheduled meetIng
of the CIty CounCIl would o~cur In tIme for approval of thIS
event, representatIves of the Beach Club dIrectly approached
Coun0ll members requestIng a speCIal meetIng of the CIty Coun~ll
