Background
At ltS regularly scheduled meetlng of October 11, 1983, the City
Councll establlshed the POllCY that, aSlde from the Munlcipally-
sponsored Fourth of July fireworks, Counell approval would be
requlred for speclal flreworks events.
Durlng the prevlOus years ln which the Jonathan Club has reques~-
ed approval for flreworks dlsplays, lt has consistently met: all
