the XV World Games 1n Santa Mon1ca on July 10-20, 1985
Backgrourid
The Wor1 d Games for the Deaf were started 1 n 1924 c.ld are slml11 ar to the
01ymp1cs They are held every four years 1n d1fferent c1t1es around the
world Over the last 20 years, prev10us games have been held 1n; 1953 Brussels,
1957 Mllan, 1961 Helslnkl, 1965 Washington, 1969 Belgrade, 1973 Malmo,
1977 Bucharest, and 1n 1981 Cologne. Although competlt1on 1n varlOUS sports
may vary s11ghtly from t1me to tlme, they baslcally cover such sports as:
track & fle1d, badminton, basketball, shoctlng, sW1mm1ng, table tennls,
tenn1s, vol1eybali, and for men only; cycling, football (soccer), handball,
water polo and wrestllng
There are approx1mately 41 member nat10ns that part1c1pate 1n the World
Games for the Deaf
The Los Angeles area ~as been selected for the slte
of t~e 1985 games
The D€part~ent was contacted In December, 1982, regard1ng the feas1bl11ty
of the games belng he1d 1n the Santa MarilCa area. Several fac111t1es were
belr.g consldered for var10US events such as Pepperdlne College, Santa Monlca
College, Memoflal Park gym, Clover Park, Jo~n Ada~s flelds, Samohl g~s
and peo:, ~allbu Jr Hlgh gym, and a ~aratrc~ course In Santa MO~lca

of the games. It appears that permlSS10n to use faC1l1t1es at the Pepperd1ne
College. Santa Monlca Un1f1ed school and Santa Monlca College wlll be granted.
The Santa Mon1ca Conventlon and V1Slto~IS Bureau has endorsed the proposal
and the Sheraton-M1ramar Hotel w1ll be used as the Gam~' headquarters.
The games wlll be expected to draw between 50.000-60,000 people to the area
All costs 1ncurred by the C1ty w1ll be re1mbursed. On the game's off1c1al
statlonery. Santa Mon1ca w1ll be llsted as the slte of the 1985 games along
w1th the other c1tles prev10us llsted

At th1S pOlnt. they are requestlng the use of certa1n fac1l1tles. These
would lnclude Clover Park for soccer compet1tlon and Memorlal Park for table
tennis and badmlnton. They are also looklng at holdlng the Marathon on
the Sports & Arts marathon course. (2 loops through the C1ty) and are plannlng
on thelr cycl1ng races to be held 1n Santa Mon1ca. The exact t1me or date
of each of these events has not been worked out and is subject to change
depend1ng on varlOUS cond1t1ons lmposed Final approval wl1l also have to
lnclude approval of the fac1l1tles by the lnternat10nal organization. The
games are planned to be held between July 10 and July 20. 1985. wlth athletes
arrlv1ng ln the area July 6
Staff does not forsee any problems w1th the use of the proposed city faC1llt1es
Memorlal Park gym could easlly be scheduled for the games' use. There would
be some lnconvenlence to the drop-ln basketball players that use the faC1llty
General1y.act1vlt1es at Clover Park could easlly be scheduled at other fac1l1ties.
Perm1sS1on to hold the Marathon and Cyc11ng events wlll have to be approved
by Councll. The tlme that the Marathon w111 be held, (Sunday, July 14).

on running races Wh1Ch states. "Sect1on 8-Route Frequency: No
approved race route can be used more frequently than once every two
months nor more than four times per year,lI This proposal 1S
submitted to Counc1l for walver as the same route wl1l be used ln
August. for the Recreation and Parks Department's annual Marathon,
Consideration should also be given to the walver of the
$10.000 race fee. In the past, when an event of this nature has been
approved. the Counc11 has waived thlS fee, i.e.' 1984 Olympics, and
Community Service IOK Race. The World Games for the Deaf is not
a prof1t organ1zatlon and like the 1984 Olympics. thlS event wlll
bring world wide publ1city and promotlon to the City of Santa
Monlca.
Recommendation
Staff recommends that Councll:
1) approve the use of Memor1al Park gym, Clover Park and
certa1n City streets to hold events ln conJuction
with the 1985 World Games for the Deaf;
2) approve a wa1ver of Resolutlon 6809 regard1ng the
proposed marathon and cycling routes. and
3) approve a wa1ver of the $10.000 race fee for this
event.
