SUBJECT: Recommendation to Approve Alternate Parade Route
Introduction
This report is submitted in response to a formal request of the
Nichiren Soshu Soka Gakkai of America (hereafter referred to as
NSA), through the city's Event Management Team, for approval of
an alternate parade route for a parade celebrating 1987 and
saluting Santa Monica on Sunday, January 4, 1987.
Background
On August 12, 1975, the City Council adopted Section 4241 of the
Santa Monica Municipal Code which establishes procedures and
criteria for conducting parades within the City of Santa Monica.
Paragraph 2 indicates: "Ocean Avenue, between the northwest city
limits and Colorado Avenue, shall be the city's official parade
route, and the Chief of Police shall issue a permit for a parade,
march, or procession on any other street within the City only
after the route for such parade, march or procession is
authorized by resolution of the City Council."
A request has been submitted by NSA to conduct a parade using the
authorized parade route on Ocean Avenue from Colorado Avenue
north to Washington Avenue. In addition, NSA is requesting use

of Ocean Avenue from pico Blvd. north to Colorado Avenue as a
staging area, which is an unauthorized parade route requiring
council approval.
NSA has conducted large scale parades in major cities in the
united states, including Washington, D.C. and Honolulu, Hawaii.
NSA is very professional in organizing their units for such
events and their participants are disciplined and experienced
as a result of their participation in other NSA parades.
For this parade NSA anticipates having only two to four floats.
These floats will be motorized, and all segments driven to the
staging area for assembly. Since one float is twenty feet tall,
they will be using a crane for both assembly and disassembly.
In addition, there will be 5,000 individuals comprising the
parade units of bands and marchers, and one large group of 1,500
individuals carrying American flags.
NSA has reserved the civic Auditorium and Auditorium parking lot
as the meeting place for all parade personnel. Once units are
organized, they will walk from the civic along pi co to Ocean.
All personnel will use sidewalks and obey all traffic laws,
thereby allowing Main street and Pico Blvd. to be open for normal
traffic flow.
Parade units will form in the staging area between pico and
Colorado one hour before the parade start time of l2 noon. Based
on past experience, NSA estimates it will take approximately one
hour for the last unit to cross the parade starting point at

Colorado and Ocean (approximately 1:00 p.m.). The entire parade
will be from 12:00 noon to 2:00 p.m.
Parade units will disassemble in the block between California and
Washington on Ocean. At that point they will either board buses
for transportation back to the Civic Auditorium or walk back to
NSA Headquarters at sixth and Wilshire. Equipment trucks will be
at the disassembly area to pick up equipment, flags, etc. The
crane will also be at the disassembly area to dismantle the
floats for transportation back to the Civic Auditorium.
As the last unit of the parade proceeds north, street traffic
will be resumed. To accommodate traffic coming off Pacific Coast
Highway immediately south of Colorado at Ocean, one lane of
traffic moving south will be coned on the west side of Ocean
Avenue. All other traffic will be halted during the course of
the parade.
NSA will notify all business and resident addresses along the
parade route by mail of the street closure and alternate traffic
routes. This will include all addresses on Ocean from pico to
Washington, all side streets from Ocean to Appian Way south of
the pier to Pico, and all side streets between Ocean and Second
street from Colorado to Washington.
Temporary No Parking signage and meter bagging will be posted 24
hours prior to the event. Charges of $1.00 per sign and $4.00
per meter bag will be assumed by NSA. In addition, any
barricades needed for street closure will be rented from the city
for use. Police officer coverage for traffic control at all

major intersections will be paid for by NSA as well. The Police
Department indicates the cost will be approximately $3,652 for
officers.
NSA understands they assume responsibility for these fees and
charges in requesting this parade route. In addition, they will
provide insurance coverage for a minimum of $1,000,000 per
individual incident for this event, naming the city of Santa
Monica as additional insured.
The route has been approved by the City's Event Management Team,
which includes representatives from the Police Department and
Parking & Traffic Engineering.

1. Approve the parade route and staging area for NSA's
celebration to be held on January 4, 1987.
2. Approve the required Resolution authoring the parade route
change.

RESOLUTION NO. 7347(CCS)
A RESOLUTION OF THE CITY OF SANTA MONICA
AUTHORIZING THE HOLDING OF A PARADE ON
JANUARY 4, 1987 ON A ROUTE OTHER THAN THE
OFFICIAL CITY ROUTE.
WHEREAS, pursuant to section 4241 of the Santa Monica
Municipal Code, the City Council may authorize a parade route
different from the official city parade route set forth herein,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That on January 4, 1987, between the hours
of 12:00 noon and 2~0 p.m., participants in the Nichiren Soshu
Soka Gakkai of America's (hereinafter referred to as NSA) 1987
celebration and salute to Santa Monica may and are hereby
authorized to conduct a parade along the following route:
The parade will start at Colorado and Ocean Avenue and
proceed north to California Avenue. The parade staging
area will be on Ocean Avenue from Pico Blvd. to
Colorado Avenue and the disassembly area will be on
Ocean between California Avenue and Washington Avenue.
SECTION 2. permission to conduct the parade is granted
upon the following conditions:

A. Floats, bands and marching units will be brought to
the civic Auditorium and proceed on foot to the
staging area beginning at Pico Blvd. and Ocean
Avenue beginning at 10:00 a.m. on Sunday, January
4, 1987.
B. The Santa Monica Police Department will provide the
necessary number of police officers for crowd and
traffic control along the parade route.
C. NSA will notify by mail all residents and business
addresses along Ocean Avenue from Pico Blvd. to
Washington Avenue: all side street addresses from
Ocean to Appian Way south of the pier to Pico, and
all side street addresses between Ocean and Second
Street from Colorado to Washington.
D. NSA will assume responsibility for payment of all
fees and expenses generated in relation to this
alternate parade route, including, but not limited
to pOlice officers for traffic control, Parking &
Traffic Engineering signage and meters, and mailing
costs for notification of residents and businesses
for street closure.
E. NSA will take all possible steps to abate noise
where necessary.

SECTION 3. The City Clerk shall certify to the
adoption of this resolution and thenceforth and thereafter the
same shall be in full force and effect.
