SR-304-002 (8) !.- W' . . 1o-1( AUG 1 1 1987 California :3P~- ocrz_ RP:DTA:DM August 11, 1987 Santa Monica, STAFF REPORT TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Approve Three Alternative Race Routes and Waive Race Fees INTRODUCTION The City's Event Management Team has received three requests from non-profit organizations for running race permits involving alternative race routes and the waiving of the $10,000 fees associated with those events. The organizations requesting permits include Childhelp USA, St. Monica's Church, and Bruce Mitchell representing the CLARE Foundation and the Vineyard Fellowship. The following outlines those requests and recommends approval of the race dates, alternative routes and waiving of the race fees. BACKGROUND On May 10, 1983, the city council approved Resolution 6688(CCS) establishing procedures and criteria for conducting running races in Santa Monica. These guidelines were established to benefit the City and lessen the impact such events have on certain areas of the City. /P-f: AUG 1 1 1987 - 1 - . . The resolution stipulates an annual limit of six 10K and/or marathon races unless waived by a motion approved by the city Council. Three races were listed as part of the annual six: 1. Santa Monica Recreation and Parks Department 10K; 2. Santa Monica Recreation and Parks Department Marathon; 3. Social Services 10K. No race route can be used more frequently than four times per year, so as not to unduly impose on residents living on that particular route, nor can a route be used more frequently than once every two months. In addition, applying groups are given priority in the following order if they meet other listed criteria: 1. city of Santa Monica sponsored races; 2. Santa Monica based non-profit groups; 3. Santa Monica based commercial interest with races of national significance; 4. Non-Santa Monica based commercial interest with races of national significance. The resolution further designates approved City courses which are: Route A - a lOK course on the south side of town, Route B - a 10K course on the north side of town, and Route C - the City Marathon course. The City Council by motion, however, may approve other running race routes. Finally, the resolution establishes a $10,000 race fee in addition to all inherent costs including police, signage, - 2 - . . notification flyers mailed to affected residents, barricade rental, etc. DISCUSSION The three requests are as follows: Los Angeles based Childhelp USA will be donating 10 % of their net race proceeds to connections for Children, a Santa Monica based non-profit organization. Based on their level of sponsorship for covering costs, the projected profit is estimated to be $18,000. All proceeds will be given to charity. Their race date request is November 14, 1987, which falls after the 60-day minimum wait after the Santa Monica Marathon scheduled for August 30, 1987. Their requested race route is a follows: start on Neilson Way at Hart running north on Neilson/Ocean to San Vicente, east on San vicente to Fourth Street, south on Fourth to Alta making a u-turn, north on Alta to San Vicente, west on San Vicente to Ocean Avenue, south on Ocean to Barnard Way, South on Barnard to the 2600 beach parking lot entrance south of Ocean Park Boulevard for the finish. The Police Department estimates their costs to be approximately $4,600. Based on their initial request, the organization was denied a running race permit because they were not a Santa Monica based non-profit social service agency. Upon being informed they did not qualify, they subsequently submitted additional information indicating a close association with the Santa Monica-based - 3 - . e Connections for Children which will benefit directly from this event. This information qualified the group for approval. st. Monica's Church has requested October II, 1987, for their race date. While this date is within 30 days of the Chi1dhelp USA request and within 45 days of the Santa Monica Marathon, their route choice only duplicates an eleven block area of the city. The area in question is San vicente Boulevard from Fourth Street west to Ocean (4 blocks), and Ocean Avenue south from San vicente to Washington Avenue (7 blocks). Their requested race route is as follows: Start on Lincoln Boulevard at California Avenue proceeding north on Lincoln to Idaho, west on Idaho to Fourth street, north on Fourth to Montana Avenue, east on Montana Avenue to 14th Street, north on 14th Street to Marguerita, east on Marguerita to 17th street, north on 17th to San vicente, west on San Vicente to Ocean, south on Ocean to Washington, east on Washington to 7th street, and south on 7th street to California for the finish. The Police Department estimates their costs to be approximately $5,200. Bruce Mitchell's 10 miler, scheduled for February 6, 1988, falls more than 60 days from the date of the Childhelp USA IOK. This event will benefit two local non-profit groups, the westside Christian Fellowship community Outreach Committee, who feed the homeless, and the CLARE Foundation Homeless Program, with all of - 4 - . . the profits divided between the two organizations. The profit margin will depend on the level of sponsorship obtained to defray costs. The race director is currently working on obtaining sponsors. Their requested race route is as follows: start will be on Neilson Way at Hart and proceed north on Neilson/Ocean to San Vicente, east on San vicente to 23rd Street making a u-turn, west on San vicente to Ocean, south on Ocean to Barnard Way, south on Barnard to the 2600 beach parking lot entrance south of Ocean Park Boulevard for the finish. The Police Department estimates their costs to be approximately $6,000. All three sponsoring organizations are non-profit and are requesting that City Council waive the $10,000 race fee as well as approval of their requested race routes. BUDGETARY/FINANCIAL IMPACT There is no budget or fiscal impact resulting from the proposed events. RECOMMENDATION ctiy staff recommends that: 1. The requested race dates be approved as submitted; 2. The proposed race routes for each group be approved; 3. The race fee of $10,000 be waived for each organization; - 5 - . . 4. D. All barrlcade and cone rental for marklng the course will be pald for by Chlldhelp USA. E. Chlldhelp USA shall provlde a certlflcate of lnsurance for $1,000,000 per lndivldual incident, naming the Clty of Santa Monlca as additlonal lnsured. F. Childhelp USA will clean up and remove all slgnage along route after the race. G. Childhelp USA lS exempted from paying the $10,000 race fee. SECTION 3.
