BACKGROUND In 1985, C1ty Council suggested that Santa Mon1ca organize a Kid's Day program modeled after an effort 1nitiated by the City of Seattle. Tradlt10nally held in Spr1ng, Kid's Day has been sponsored by a number of other cities across the nation and 1S usually composed of activit1es designed to make ch1ldren feel special, welcomed and valued by the community. A Santa Monica K1d's Day was initiated in 1987 and has become an annual event. As a resu1t of the 1989-90 budget reVlew process, City Council expressed an lnterest in expanding the Santa Monica Kid's Day program. In cooperat1on with the Community Development Department Klds City Project, Kids Day has been expanded to a "K1ds Weekend". b-W - 1 - r>?,lW 1 .~ 199J . . DISCUSSION Klds Weekend will consist of a Kids City Employment Opportun1ty Fair, "Dollars and Sense", for young people ages eleven to elghteen on May 31, where workshops and traln1ng on pre-employment Sk1lls will be conducted. ThlS fa1r will also consist of a forum where youth can speak to prospect1ve employers. Kids Day, June 1, 1991, wlll 1nclude many different activitles for children of all ages such as: a parade recogn1zing youth groups or organizations, games and various actlv1ties, a youth silent art auction, contests, tournaments, prizes, and llve entertainment. Most activities will take place at the p1er. One of the recent additions to Kids Day 1S a proposed Kid's Day Parade to be held on Saturday, June 1, 1991. Th1S parade would allow a diverse representatlon of youth groups and organizations to take an active part in the Kids Weekend celebration. The ent1re parade would last approximately one- half hour. The following organ1zations have been 1nvited to participate: Military Color Guard, Santa Mon1ca Hlgh School Band, Mounted Police, Police Department vehicles, Fire Department vehicles, animated characters and local celebrities. The parade wlll begin at 10:30 a.m. and start in the Santa Monica City Ha11 parking 10t and proceed north on Maln Street to Colorado Avenue, head west on Colorado, cross Ocean Avenue and proceed on to the p1er ramp to the west end of the pler. The Santa Monica Police Department will provide all necessary traffic control. BUDGET/FINANCIAL IMPACT Kid's Day Activ1tles will be f1nanced from funds available 1n Account #01-400-539-44013-6626-00000. All costs will be covered 1n the $27,649 budgeted for this program. - 2 - . . I CARS: BFM:EA City Council Meeting: Santa Monica, California May 14, 1991 RESOLUTION NO. 8227(CCS) (City council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE HOLDING OF A PARADE ON JUNE 1, 1991 ON A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE WHEREAS, pursuant to Section 4241 of the santa Monica Municipal Code, the city Council may authorize a parade route as set forth herein, NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That on June 1, 1991, between the hours of 10:00 and 11:00 a.m. participants in the Kids Day Parade are authorized to conduct a parade along the following route: The parade will start in the Santa Monica City Hall parking lot and proceed north on Main Street to Colorado Avenue, head west on Colorado, cross Ocean Avenue and proceed on to the pier ramp to the west end of the pier. SECTION 2. Permission to conduct the parade is granted upon the following conditions: a. Parade units will be brought to the staging area, the City Hall parking lot prior to 10:00 a.m. on Saturday, June 1, 1991. b. provide necessary number of police officers, as recommended by the Santa Monica Police Department for crowd and traffic control along the parade route. - 1 - . .
