RECOMMENDATION TO APPROVE ALTERNATE RACE ROUTE
FINISH AND WAIVE RACE FEES
INTRODUCTION
The City's Event Management Team has received a request from the
Venice-Marina Christmas Run for a running race permit involving
an alternate race route finish in santa Monica and the waiving of
the $10,000 race fee associated with this event. The following
outlines this request and recommends approval of the race date,
the alternate race route finish and waiving of the race fee.
BACKGROUND
On May 1, 1983, the City Council approved Resolution 6688 (CCS)
establishing procedures and criteria for conducting running races
in Santa Monica. These guidelines were established to benefit
the City and lessen the impact such events have on certain areas
of the city.
The resolution stipulates an annual limit of six lOK and/or
marathon races unless waived by a motion approved by the city
Council. Three races were listed as part of the annual six:

2. Santa Monica Recreation and Parks Department Marathon
3. Social Services lOK
No race route can be used more frequently than four times per
year, so as not to unduly impose on residents living on that
particular route, nor can a route be used more frequently than
once every two months.
In addition, applicant groups are given priority in the following
order if they meet other listed criteria:
1. city of Santa Monica sponsored races;
2. santa Monica based non-profit groups;
3. Santa Monica based commercial interest wi th races of
national significance;
4. Non-Santa Monica based commercial interest with races of
national significance.
The resolution further designates approved city courses which
are: Route A - a IOK course on the south side of town, Route B -
a lOK course on the north side of town, and Route C - the city
Marathon course. The city Council by motion, however, may
approve other running race routes.
Finally the resolution establishes a $10,000 race fee in addition
to all inherent costs including police, signage, notification
flyers mailed to affected residents, barricade rental, etc.

DISCUSSION
The Venice-Marina Christmas Run has requested December 10, 1988,
for their race date. The majority of their race will be
conducted in Los Angeles and Marina del Rey with runners
finishing in Santa Monica. This final segment of the race will
be as follows:
Runners proceed from southernmost City limits north on
Neilson Way to Barnard Way looping north in the western
traffic lanes to the finish directly south of the
entrance to the 2600 beach parking lot.
Traffic lanes will be open on the easterly side of Barnard Way,
permitting residents to drive north to Ocean Park Boulevard to
exit. The center island will be barricaded as will southern
parking lot exits.
The Police Department estimates their costs to be approximately
$377.00
This organization is non-profit and is requesting that City
Council waive the $10,000 race fee as well as approve their
- requested race route finish. Proceeds from the race will be
donated to the Turning Point Shelter. City staff recommends that
the City council waive the fee as only a small portion of the
race will be in Santa Monica and because all race proceeds will
benefit a santa Monica based charitable agency.

BUDGETARY/FINANCIAL IMPACT
Waiving of the $10,000 fee would result in the loss of this
potential revenue.
RECOMMENDATION
city staff recommends that:
1. The requested race date be approved as submitted;
2. The proposed race route finish be approved;
3. The race fee of $10,000 be waived;
4. All inherent City costs, including Police, be paid for by
the Venice-Marina Christmas Run.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF OF SANTA MONICA AUTHORIZING THE
HOLDING OF A RUNNING RACE ON DECEMBER 2,

WHE ~ S, pursuant to Sectlon 15 of Resolutlon Number 6688 (CC5), the
City Council may authorize a race route different from the official City race
routes set forth thereln,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. On December la, 1988, between the hours of 7:30 am and
11:00 am, participants in the Venlce-Marina Christmas Run may and are hereby
authorlzed to conduct a running race along the following route:
The race will finish in Santa Monica beginning at the southernmost
City 1 imlts and wlll proceed north on Nell son Way to Barnard Way,
west on Barnard Way to race finish directly south of the 2600 beach
parking lot entrance uSlng the western traffic lanes.
SECTION 2. Permiss10n to conduct the running race is granted upon
the following conditions:
A. Venice-Marina Chnstmas Run will pay for and post all signage
approved by the City along the race route.
B. Venice-Marlna Christmas Run will send a notice ln a form
approved by the C1ty to all residents north of Ocean Park Boulevard,
west of Nellson Way and south of P1CO Boulevard, and all res1dents
one blOCk.st and west or north and sou. as well as along the
race route, of the event and of alternative traffic routes, by flrst
class malling.
C. The Santa Monlca Pollce Department will provide the necessary
number of police officers for crowd and trafflc control along the
race route and the approxlmate Three Hundred and Seventy-Seven
Dollars ($377) cost wlll be paid for by the Venice-Marina Christmas
Run.
D. All barricade and cone rental for marking the course will be
pald for by the Venice-Marina Christmas Run.
E. Venlce-Marina Christmas Run shall provide a certificate of
lnsurance for One Million Dollars ($1,000,000) per lndlVldual
lncident, naming the City of Santa Monica as an additional insured.
F. Venice-Marina Chrlstmas Run will clean up and remove all signage
along the route after the race.
G. Venice-Marlna Christmas Run is exempted from paying the S10,000
race fee.
SECTION 3. The City Clerk shall certify to the adoption of this
Resolution, and thenceforth and thereafter the same shall be in full force and
effect.
