'-M JUL 11 1989 California - - ~ CRS:BPM:DM:tb City Council Meeting: July 11, 1989 3otf-ooz- Santa Monica, STAFF REPORT DATE: Mayor and City council TO: city Staff SUBJECT: RECOMMENDATION TO APPROVE ALTERNATE PARADE ROUTE INTRODUCTION The City's Event Management Team has received a request from the International Society for Krishna Consciousness (ISKCON) to conduct a parade on a route other than the city's authorized parade route (SMMC Section 4241). The following report outlines this event request with requirements as established by the city's Event Management Team, and recommends city Council approval of the alternate parade route as requested. BACKGROUND At its meeting of June 27, 1989, the city's Event Management Team reviewed a request by ISKCON to conduct a parade on sunday, August 6, 1989, at 11:00 a.m. Their staging area would be the beach parking lot at the western terminus of Bay street with the parade proceeding south from that point, along the beach bikepath, from Bay street to the southernmost City limits. - 1 - ,--~ t~-,\ \;"'~ 1- i~ .,)! . . ISKCON has conducted this parade for twelve years and has always fully cooperated with the City and any recommendations, deposits and necessary fees and/or other payment requirements. BUDGET/FINANCIAL IMPACT There is no financial impact. ISKCON will pay all costs associated with this event. RECOMMENDATION staff recommends that the City council approve the following: 1. The parade date of Sunday, August 6, 1989; 2. The parade route beginning in the beach parking lot at the westernmost terminus of Bay street and proceeding south on the bike path to the southernmost city limits; 3. That on August 6, 1989, between the hours of 9:30 a.m. and 12:00 noon, participants in the Festival of the Chariots Parade are authorized to conduct a parade along the following route: The parade will start in Santa Monica in the beach parking lot at the western terminus of Bay Street and proceed south on the bike path to the Santa Monica city limits. SECTION 2. Permission to conduct the parade is granted upon the following conditions: - 1 - -\ ' . . a. Parade units will be brought to the staging area, the beach parking lot at the western terminus of Bay street, prior to 9:30 a.m., Sunday, August 6, 1989. b. The International Consciousness (ISKCON) shall: Society for Krishna 1. Pay a clean up deposit Dollars ($500) prior to obtaining a permit parking lot cleaning. of Five Hundred for bikepath and 2. Provide insurance coverage in the amount of One Million Dollars ($1,000,000) per individual occurrence naming the City of Santa Monica as additional insured using the following language: "The City of Santa Monica, it's City Council, boards and commissions, officers, agents, employees and volunteers shall be named as additional insured." 3. Pay for the necessary number of pOlice officers, as recommended by the Santa Monica Police Department for crowd and traffic control along the parade route. 4 . Arrange and pay for access and use of the beach parking lot located at the western terminus of Bay street, and access and use of the bikepath at the beach parking lot. 5. The event shall be approved by the City of Los Angeles. - 2 - '. . . , SECTION 3 .
