RECOMMENDATION TO WAIVE REQUIREMENTS REGARDING
FREQUENCY OF RACE ROUTE USAGE

INTRODUCTION
The city's Event Management Team has received a request from the
Santa Monica Kiwanis Club to conduct the Annual Santa Monica Bed
Race for charity. While their route is on the city's official
parade route, their event is scheduled during the same month in
which the city-sponsored Annual 10K is being held. The City's
Running Race Resolution No. 6688 (CCS) stipulates that no
approved race route can be used more frequently than once every
two months.
The following report outlines the scope of the
Kiwanis Clubs event and recommends that the city council waive
the Race Route frequency rule and approve the event.
BACKGROUND
At its regularly scheduled meeting of January 24, 1989, the
City's Event Management Team reviewed a request by the Santa
Monica Kiwanis Club to conduct the Annual Santa Monica Bed Race
on sunday, April 2, 1989 using part of the City's official parade
route on Ocean Avenue from California Avenue to Montana Avenue.
This event traditionally raises funds for the Santa Monica Red

Cross Disaster Relief Fund and will also contribute to the
Kiwanis Club Charities.
The City's Annual 10K, which benefits the Wests ide special
Olympics is traditionally held in April (this year on Sunday,
April 16, 1989) utilizes Ocean Avenue as part of the lOK race
route. Based on Resolution No. 6688 (CCS), SECTION 8., no
approved race route can be used more frequently than once every
two months nor more than four times per year.
DISCUSSION
Because the Bed Race does support local charities, and is a long
established event, the city's Event Management Team is in support
of holding this event. However, the City's Annual 10K is also
charitable and is a major contributor to the westside Special
Olympics Fund. Both events are scheduled for April, two weekends
apart.
Staff's recommended stipulations for conducting the event would
provide that the Santa Monica Kiwanis Club:
1. Distribute flyers announcing the event, street closure times
and alternative traffic routes, to residents two blocks
north, east, and south of the event route, as well as to
residents on Ocean Avenue between California Avenue and
Montana Avenue. Flyer language is to be approved by the
city in advance and flyers will be mailed with first class
postage.

2. Obtain insurance coverage in the amount of $1,000,000 per
indi vidual occurrence naming the City of Santa Monica as
additional insured using the following language:
"The City of Santa Monica,
Boards and Commissions,
Employers and Volunteers
additional insured."

7. Pay a $500 refundable cleaning deposit and pay for the
appropriate number of trash bins as designated by the
General Services Department.
BUDGET/FINANCIAL IMPACT
There is no financial impact as the Santa Monica Kiwanis Club
will assume and pay for all costs associated with this event.

RECOMMENDATION
staff recommends that the city Council approve the following:
L The event date of April 2, 1989, and waive the route
frequency section of the City's Runninq Race Resolution No.
6688 (CCS);
2. That the applicant pay all attendant costs.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA AUTHORIZING THE HOLDING OF AN EVENT ON A RACE
ROUTE MORE FREQUENTLY THAN ONCE EVERY TWO MONTHS
WHEREAS, pursuant to Section 8 of Resolution No. 6688 (CCS) ,
the City council may authorize use of a race route more
frequently than once every two months:_8s:-set forth therein,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That on April 2, 1989, between the hours of 10:00
a.m. and 5:00 p.m" participants in the Santa Monica Bed Race are
authorized to conduct races along the following route:
The entire route will be Ocean Avenue between California and
Montana Avenues on the eastern side of the street.
Races will proceed north on Ocean Avenue between washington
Avenue and Idaho Avenue; with a staging area designated
between California and Washington Avenues and a finish area
between Idaho and Montana Avenues.
SECTION 2. permission to conduct the parade is granted upon
the following conditions:

a. The race route will be designated as Ocean Avenue
between California Avenue and Montana Avenue from 10 a.m. to 5:00
p.m.
b. Santa Monica Kiwanis Club shall:
1. Distribute flyers announcing the event, street
closure times and alternate traffic routes, to all residents on
Ocean Avenue between California Avenue and Montana Avenue, as
well as to residents two blocks north, east, and south of the
event route with flyer language approved in advance by City
staff.
2. Provide insurance coverage in the amount of One
Million Dollars ($1,000,000) per individual occurrence naming the
city of Santa Monica as additional insured using the following
language:
"The city of Santa Monica, its City council,
commissions, officers, agents, employers, and
shall be named as additional insured."
3. Obtain a Temporary Use Permit for the sale of beer
on private property and provide liquor liability insurance in the
amount of One Million Dollars ($1,000,000) per individual
occurrence naming the City of Santa Monica as additional insured
using the following language:
"The City of santa Monica, its City Council, boards and
commissions, officers, agents, employees, and volunteers
shall be named as additional insured.1I
4. Fence off the entire alcohol beverage serving area
and restrict entrance to persons 21 years of age or older.
