RECOMMENDATION TO APPROVE ALTERNATE RACE ROUTE AND
WAIVE RACE FEES
INTRODUCTION
The city's Event Management Team has received a request from st.
Monica's Church for a running race permit involving an alternate
race route and the waiving of the $10,000 race fee associated
with this event.
The following outlines this request and
recommends approval of the race date, the alternate race route
and waiving of the race fee.
BACKGROUND
On May I, 1983, the City Council approved Resolution 6688 (CCS)
establishing procedures and criteria for conducting running races
in Santa Monica. These guidelines were established to benefit
the City and lessen the impact such events have on certain areas
of the city.
The resolution stipulates an annual limit of six lOK and/or
marathon races unless waived by a motion approved by the City
council. Three races were listed as part of the annual six:

2. Santa Monica Recreation and Parks Department Marathon
3. Social services lOK
No race route can be used more frequently than four times per
year, so as not to unduly impose on residents living on that
particular route, nor can a route be used more frequently than
once every two months.
In addition, applicant groups are given priority in the following
order if they meet other listed criteria:
1. City of Santa Monica sponsored races:
2. Santa Monica based non-profit groups:
3 . Santa Monica based commercial interest wi th races of
national significance:
4. Non-Santa Monica based commercial interest with races of
national significance.
The resolution further designates approved City courses which
are: Route A - a lOK course on the south side of town, Route B -
a lOK course on the north side of town, and Route C - the city
Marathon course. The City Council by motion, however, may
approve other running race routes.
Finally the resolution establishes a $lO,OOO race fee in addition
to all inherent costs including police, signage, notification
flyers mailed to affected residents, barricade rental, etc.

DISCUSSION
st. Monica's Church has requested October 2, 1988, for their race
date. While this date is within 36 days of the Santa Monica
Marathon, their route choice only duplicates an eleven block area
of the city. The area in question is San vicente Boulevard from
Fourth street west to Ocean (4 blocks), and Ocean Avenue south
from San vicente to Washington Avenue (7 blocks). Their requested
race route is as follows:
start on Lincoln Boulevard at California Avenue
proceeding north on Lincoln to Idaho, west on Idaho to
Fourth street, north on Fourth to Montana Avenue, east on
Montana to 14th street, north on 14th street to
Marguerita, east on Marguerita to 17th street, north on
17th Street to San Vicente, west on San Vicente to Ocean,
south on Ocean to Washington, east on Washington to 7th
street, and south on 7th Street to California for the
finish.
The Police Department estimates their costs to be approximately
$ 5,900.
This organization is non-profit and is requesting that the city
Council waive the $10,000 race fee as well as approve their
requested race route. A similar request and route for st.
Monica's was approved for October 11, 1987, by the city council
at its regularly scheduled meeting of August 11, 1987. However,
due to inadequate lead time, the event was cancelled.

BUDGETARY/FINANCIAL IMPACT
Waiving of the $10,000 fee would result in the loss of this
potential revenue.
RECOMMENDATION
City staff recommends that:
l. The requested race date be approved as submitted;
2. The proposed race route be approved;
3. The race fee of $10,000 be waived;
4. All inherent City costs, including pOlice, be paid for by
st. Monica's Church.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
OF SANTA MONICA AUTHORIZING THE HOLDING OF A
RUNNING RACE ON OCTOBER 2, 1988 ON A ROUTE
OTHER THAN THE OFFICIAL CITY ROUTES AND
WAIVING THE $10,000 RACE FEE
WHEREAS, pursuant to Section 15 of Resolut10n 6588 (CCS), the Clty
Council may authorize a race route different from the off1cial Clty race
routes set forth there1n,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That on October 2, 1988, between the hours of 7:00 a~
and 9'00 am, participants in the St. MOnlca's 10 K Run may and are hereby
authorlzed to conduct a running race along the follow1ng route:
The race wlll start 1n Santa Monlca on Llncoln Boulevard at
Callfornla Avenue and proceed north to Idaho, west on Idaho to
Fourth Street, north on Fourth Street to Montana Avenue, east on
Montana Avenue to 14th Street, north on 14th Street to Marguerlta,
east on Marguenta to 17th Street, north on 17th Street to San
Vicente Boulevard, west on San Vlcente Boulevard to Ocean Avenue,
south on Ocean Avenue to Wash1ngton Street, east on Washington
Street to 7th Street, and south on 7th Street to Callforn1a Avenue
for the f1nish.
SECTION 2. Permiss10n to conduct the runn1ng race is granted upon
the following condit10ns:

A. St. Mon1ca's will pay for and post all signage along the race
route after approval by the C1ty.
B S1. Monica's will not1fy all residents one block east and west
or north and south, as well as along the race route, of the event

and of alternative traff1C routes, by flrst class mall lng, after
approval of letter by Clty.
C. The Santa MOnlca Police Department will prov1de the necessary
number of police officers for crowd and trafflc control along the
race route and the approximate $5,900 cost wll1 be paid for by
St. Monica's.
D. All barrlcade and cone rental for marking the course Wlll be
pa1d for by St. Mon1ca's.
E. St. Monica's shall provide a certlflcate of lnsurance for
$1,000,000 per 1ndiv1dual incident, namlng the C,ty of Santa Monlca
as an addit10nal insured.
F. St. Mon1ca's will clean up and remove all slgnage along route
after the race.
G. St. Monlca's is exempted from paYlng the $10,000 race fee.

SECTION 3. The Clty Clerk shall certify to the adoptlon of thlS
Resolution, and thenceforth and thereafter the same shall be in full force and
effect.
