SUBJECT: Parade Route Approval
Introduction
Thls report requests Clty Councll approval for a parade by Internatlonal
Soclety for Knshna Consciousness (ISKCON) on August 30. 1987 beginDlng at
12;00 noon in the 2600 beach parklng lot at Bay Street.
BACKGROUND
On July 14, ]987 I the City's Event Management Team reviewed a request from
ISKCON to conduct a parade, the Festival of the Chanots, beginning at 12:00
noon in the 2600 beach parking lot at Bay Street and proceedlng south on the
Bike Path into Venice. For the last ten years, ISKCON has conducted thlS
parade and festlval startlng ln Santa Monlca and proceeding lnto Venlce along
the Promenade. The 2600 beach parklng lot serves as a staging area beglnnlng
at 6:00 a.m.
ISKCON'S requested parade route 1S not the Clty'S authorized parade route.
Sectlon 4241 of the Santa MOnlca Munlcipal Code states the Clty Council may
authorlze a parade route dlfferent from the offlclal Clty parade route
lSKCON wlll pay a 5150 fee (based upon past experlence ln clean up) prlor to
obtalnwg a permlt for street and parking lot sweepHlg. In addltlOn, ISKCON
hIres and pays for polIce offlcers1 as recommended by the Santa MonIca Police
Department~ for crowd and trafflc control along the Santa MonIca portlon of

BUDGETARY/FINANCIAL IMPACT
There 1S no budget or f1scal lmpact result1ng from the proposed event.
RECOMMENDATION
Clty staff recommends the follow1ng:
1. The requested parade route be approved as subm1ttedj
2. All parade-related expenses to be paid for by ISKCON;
3. A $150 fee for street and park1ng lot sweep1ng be pa1d for by ISKCON pr10r
to obta1ning an event permit.

RESOLUTION NO. 7479(CCS)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA AUTHORIZING THE HOLDING OF A PARADE
ON AUGUST 30, 1987, ON A ROUTE OTHER THAN THE OFFICIAL
CITY ROUTE.
WHEREAS, pursuant to Section 4241 of the Santa Mon1ca Munic1pal
Code, the Clty Counel] may authorize a parade route dlfferent from the
offlclal Clty parade route set forth there1n,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS
SECTION 1 That on August 30, 1987, between the hours of 12:00 noon
and 1:30 pm, part1cipants in the ISKCON (Internat1onal Soc1ety of Krishna
Consciousness, Inc.) may, and hereby are, authorized to conduct a parade along
the following route:
The parade wll1 start in Santa Monlca at the 2600 Beach Park1ng
Lot located at the western termlnus of Bay Street and proceed
south, along the beach bikepath from Bay Street to Santa
Monica City limIts.
SECTION 2. Perm1ssion to conduct the parade 1S granted upon the
follow1ng condltions:
A. Floats and chariots w1ll be brought to staging area pr10r to
6:00 am, Sunday, August 30, 1987.
B. ISKCON w1ll pay $150 prlor to obta1ning permit for street and
parklng lot sweeplng.

C. ISKCON w,ll h1re the necessary number of pollce offlcers, as
recommended by the Santa Monica Police Department for crowd and
trafflc control along the Santa Monica portion of the parade route.
D. Access to the blkepath at the beach parklng lot will be opened
and closed at ISKeON'S expense.
E. The event shall be approved by the City of Los Angeles.
F. ISKeON shall provlde a certlficate of lnsurance 1n the amount of
$500,000 naming the City of Santa Monica as additional lnsured.
SECTION 3. The City Clerk shall certify to the adoptlon of this
Resolution, and thenceforth and thereafter the same shall be 1n full force and
effect .
