CRS:BFM:DM:sr2 City Council Meeting: July 31, 1990 STAFF REPORT 304 -0C;"'2- DATE: Mayor and City council TO: City staff SUBJECT: RECOMMENDATION TO APPROVE ALTERNATE PARADE ROUTE INTRODUCTION The City's Event Management Team has received a request from the International Society for Krishna Consciousness (ISKCON) to conduct a parade on a route other than the city's authorized parade route (SMMC section 4241). The following report outlines this event request with requirements as established by the City's Event Management Team, and recommends City Council approval of the alternate parade route as requested. BACKGROUND On June 8, 1990, the city I s Event 11anagement Team reviewed a request by ISKCON to conduct a parade on Sunday, August 5, 1990, at 11:00 a.m. Their staging area would be the beach parking lot at the western terminus of Bay street with the parade proceeding south from that point, along the beach bikepath, from Bay street to the southernmost City limits. ISKCON has conducted this parade for thirteen years and has always fully cooperated \.lith the City and any recommendations, deposits and necessary fees and/or other payment requirements. 6~B - 1 - - Jm 3 1 r990 e . BUDGET/FINANCIAL IMPACT There is no financial impact. associated with this event. ISKCON will pay all costs RECOMMENDATION staff recommends that the city Council approve the fOllowing: 1. The parade date of Sunday, August 5, 1990; 2. CARS:BFM:DM City Council Meeting: July 31, 1990 Santa Monica, California RESOLUTION NO. 8062(CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE HOLDING OF A PARADE ON AUGUST 5, 1990, ON A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE WHEREAS, pursuant to Section 4241 of the Santa Monica Municipal Code, the City Council may authorize a parade route as set forth herein, NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That on August 5, 1990, between the hours of 9:30 a.ln. and 12:00 noon, participants in the Festival of the Chariots Parade are authorized to conduct a parade along the following route: The parade will start in Santa Monica in the beach parking lot at the western terminus of Bay Street and proceed south on the bike path to the Santa Monica City limits. SECTION 2. permission to conduct the parade is granted upon the following conditions: a. Parade units will be brought to the staging area, the beach parking lot at the western terminus of Bay Street.. prior to 9:30 a.m., Sunday, August 5, 1990. - 1 - . . b. The International Consciousness (ISKCON) shall: Society for Krishna 1. Pay a clean up deposit of Five Hundred Dollars ($500) prior to obtaining a permit for bikepath and parking lot cleaning. 2. Provide insurance coverage in the amount of One Million Dollars ($1,000,000) per individual occurrence naming the City of Santa Monica as additional insured using the following language: liThe City of Santa Monica, its City Council, boards and commissions, officers, agents, employees and volunteers shall be named as additional insured.1I 3. Pay for the necessary number of police officers, as recommended by the santa Monica Pol ice Department for crowd and traffic control along the parade route. 4. Arrange and pay for access and use of the beach parking lot located at the western terminus of Bay street, and access and use of the bikepath at the beach parking lot. 5. The event shall be approved by the city of Los Angeles. SECTION 3.
