SUBJECT: Alternate Parade Routes
Introduct1on
This report 1S subm~tted 1n reponse to a formal request of the
pico Ne1ghborhood Assoc1at1on, and the Latlno Resource Organ-
ization, through the City's Event Management Team, to conduct
a parade and accompanying festlval at Vlrglnia Avenue Park
on September 8, 1984, and at Memor1al Park on September l6, 1984.
Background
The PlCO Nelghborhood Assoclation has applied through the City's
Event Management Team, to conduct a Parade to and Festlval at
VLrg1nia Avenue Park on Saturday, September 8, 1984, from
10:30 a.m. to 10:00 p.m. Also, the Lat1no Resource Organiz-
ation has applled through the Clty'S Event Management Team, to
conduct a Parade to and Fest1val at Memor1al Park on Sunday,
September 16,l984, from ll:00 a.m. to 8:00 p.m. These events
have been conducted in the past and were very successful.
These organizatlons are local community serVlce organizat10ns
supported by funding from the Clty of Santa Monlca and private
donatlons. These events have been glven CLty support In the
past through waiv1ng of support serV1ce fee charges that
lncluded electr1cal and parks. These groups have requested

a similar waiver of assoc1ated costs with these events, which
would be approximately $1800 per event. However, the City
Attorney has indicated that it is not perm1ssible to waive
the charges for serV1ce connected with the parades, unless
Council establishes a S1milar policy for all parade requests.
The requirement of equal treatment for all parade applicants
is based upon constitutional principles contained in the first
and fourteenth amendments to the United States constitution.
The Alternate Parade Routes are as follows:
For the Pico Neighborhood association, on September 8,
1984, between the hours of 10:30 a.m. and 12:00 noon,
the parade will start in Santa Mon1ca on Michigan at
Lincoln and proceed east to 17th Street, l7th Street
north to Olymp1c, Olympic east to 20th Street, 20th
Street south to virg1nia Avenue and proceed east on
virginia Avenue to 2lst Street.
For the Latino Resource Organization, on September 16,
between the hours of ll:OO a.m. and 12:30 p.m., the
parade will start in Santa Mon1ca at City Hall located
on Ma1n Street and proceed north to Colorado, Colorado
east to l4th Street, 14th Street north to Memorial Park.

RESOLUTION NO. 6903(CCS)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA AUTHORIZING THE HOLDING OF A PARADE ON SEPTEMBER
16, 1984, ON A ROUTE OTHER THAN THE OFFICIAL CITY ROUTE.
WHEREAS, pursuant to Section 4241 of the Santa Mon~ca
Mun~c1pa1 Code, the C1ty Counc11 may authorize a parade route
d1fferent from the offic1a1 City parade route set forth there1n.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That on September 16, 1984, between the
hours of Il:OO a.m. and 12:30 p.m., partic1pants in the 16th of
September Parade and Flesta may and are hereby author1zed to con-
duct a parade along the fol1ow1ng route:
The parade will start 1n Santa Monlca at City Hall
located on Ma1n Street and proceed north to Colorado,
Colorado east to 14th Street, 14th Street north to
t-1emor la 1 Park.

SECTION 2. Permisslon to conduct the parade is granted
upon the follow1ng condlt1ons:
A. Horses, march1ng band and antique cars w11l not be
brought to the staging area at Clty Hall on Main
Street prior to 8:30 a.m. on Sunday, September 16,
1984.
B. Latino Resource Organ1zation will provide for
clean-up of any animal feces along the parade route.
C. The Santa Mon1ca Police Department w111 prov1de the
necessary number of pol1ce off1cers for crowd and
traff1c control along the parade route,
D. The Lat1no Resource Organ1zat1on w111 take all
possible steps to abate n01se.
E. The Latino Resource Organlzatlon shall pay all
City costs 1ncurred in the conduct of the Parade.
SECTION 3. The City Clerk shall certify to the adopt1on
of thls resolution and thenceafter and thereafter the same shall
be 1n full force and effect.
