SUBJECT: Proposed John Lennon Memorial Peace Procession
Introduction
This report presents a request for a processlon to be held on a route other
that the official parade route. Accordlng to Santa Monlea ~1uniclpal Code
Section 4241, the officlal parade route is Ocean Avenue between the north-
west Clty limits and Colorado Avenue. Any devlation from the offlcial
parade route requires Clty Counell approval.
Background
t1r. Darrell Larson wishes to hold a John Lennon Memorlal Peace Procession
ln Santa Monica on Sunday~ August 9~ 1981, from 6:00 p.m. to 8:00 p.m. The
proposed route starts at Pier Avenue and Maln Street. The procession would
cross Main Street, and contlnue west on Pler to Nellson; proceed north on
Nellson to Ocean Park Boulevard and continue east on Ocean Park Blvd. to
Main Street. The procession will then take Main Street (south) to Hill
Street and proceed east on Hill Street to the Church ln Ocean Park where the
proceSSlon will disband and further festivlties wlll be conducted.
The processlon will conslst of approximately 100 - 200 partlcipants who
will march in the street.
There are two major concerns regarding the proposed activlty.
1) The route would requlre dlvertlng traffic on Ocean Park Boulevard
(the prlmary eXlt for the south beach parking lot)~ Main Street and
Neilson Way for two hours~ at a tlme when there would be heavy weekend
traffic leaving the beach area. This could cause traffic clrculation

and safety problems.
2) Closing the proposed streets would adversely affect three bus routes.
Bus L1ne #2 travels along Hill Street and the #8 bus operates on Ocean
Park Boulevard. By closlng both Ocean Park Blvd. and H111, no alternative
route would be available to detour these buses.
The proposed closure of Main Street and Nellson would necess1tate
detouring Bus Llne #1 which travels over Main Street.
Cost Estlmate
The follow1ng costs (estimated) are payable in advance by the processlon
sponsors, in the event of parade approval:
Deployment of ten (10) police officers, one (I) sergeant and
the use of one (1) three wheeler
$886.80
The parade promoter would also be requlred to provlde barr1cades to block off
streets since the City does not have a sufficient number to facilitate the
request.
Recommendatlon
After careful considerat1on, lt lS recommended that the request be dlsapproved
based on the problems illustrated In this report.
