It also lneludes a resolutlon recommendlng the adoptlon of four race routes, procedures neces- sary for submittal and approval of race appllcatlons, transfers authorlty to Clty'S Event Management Team to approve ffi1nor route changes and provldes reV1ew and approval by the Recreatlon and Parks COITniSS10n of modlflcatlons. BACKGROUND On January 24, 1984, Counell adopted Resolutlon No. 6809 (CCS) WhlCh establlshes procedures, cr1ter1a and the fee for conduct1ng runnlng races w1th1n the C~ty of Santa Mon~ca. The reso1utlon also establ~shed three approved race routes. S1nce Resolutlon No. 6809 was adopted by Counc11, race app11cants trying to obta1n C1ty approval for the~r events have frequently submitted requests for routes that are d1fferent from the estab11shed routes 1n the resolut1on. Race routes WhlCh are not speclfled in the resolu- tlons require Counc~l approval, which has become tlme consum1ng for both staff and Caunell. Therefore, staff 15 recommend~ng a more flex1ble approach to approvlng races WhlCh would glve the Event Management Team more flexlb~lity 1n approving raCe perm1ts - I - /:,-<!- KAY14W1S } w~th review bY. the Recreation and Parks cotltss~on. RACE ROUTES The proposed changes 1n Resolution No. 6809 (CCS) provide for the follow1ng: 1. The add1tion of another lOR route (route C) WhlCh is run 1n the south eastern portlon of Santa Mon~ca. Th~s route 1S currently be1ng used by the Recreat10n & Parks Depart- ment"s Annual 10K run. 2. Transfers the authorlty for approval of race applicat10ns to the Event Management Team and g1ves them the flexib111ty to approve m1nor changes 1n the four approved routes. 3. prov1des for reV1ew and approval by the Recreatlon & Parks Commlssion of modlf1cat1ons or request for other routes. W1th the approval of the four proposed race routes. as outlined 1n the Resolutlon, the C1ty has prov~ded reasonable routes that- can be used by any prospect1ve app11cant to conduct their event with l1ffilted impact on the C1ty. Requests Wh1Ch are out of the ordlnary would be rev1ewed and approved by the Recreatlon & Parks CommlSSlon subJect to appeal to the C1ty Cauncll. Budgetary/FlnanC1al Impact Any adminlstrat~ve costs of running races on the Clty Streets are handled on a cost coverlng basls. (C1ty Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ESTABLISHING PROCEDURES AND CRITERIA FOR CONDUCTING RUNNING RACES. WHEREAS, it 15 proposed that the City of Santa t--1onlca establish certaln procedures and cr1teria for conduct1ng runnlng races; and WHEREAS, the conduct1ng of such runn1ng races 1S in the publlC 1nterest, and for the benef1t of the C1ty of Santa Monlca, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The Recreation and Parks Department sha:l be the lead department in the reV1ew and approval of appllcatlor.s for runnlng raCes. SECT ION 2. The annual number of races shall be lirnlted to a total of six lOK and/or marathon races, unless wa1ved by motion approved by the City Council. SECTION 4. The following races shall be included in - 1 - . . ~ the total number of annual races: Santa Monlca Recreation and Parks Department lOK Santa Monlca Recreation & Parks Department Marathon Soc1al Services IOK SECTION 5. The following cr1terla shall be used 1n- determ1nlng the eligibil1ty of application: a. Application has been properly submitted to the C1ty of Santa Monlca Event Management Team within the dead11nes with necessary information. b. Fund rals1ng events with an agency sponsoring the races shall be llmited to the City in 1tS official capacity and Santa Monlca based non-profit social serV2ce agenc1es includlng the Communlty Service Counc11. c. No route can be used more frequently than four times per year so as not to impose upon the people who live on that particular route. d. Establlshed events shall have priority over other events unless the event was not held the preceed1ng year or 1n the judgement of Event Management TeaM the event should not be repeated. e. Groups or indlv1duals applYlng w111 be glven prior1ty 1n the followlng order 1f they need other crlteria items: 1. Races sponsored by the C1ty of Santa Monica. 2. Santa Monlca based non-proflt groups. 3. Santa Monica based commerclal interest w1th races of national significance. 4. Non-Santa Monlca based commercial interest, with - 2 - - . ~ races of national s1gn1f~cance. f, Cons~derat1on will be g~ven to the ~mpact the event w111 have on the commun1ty with relat~on to t1me of day, trajf~c, park1ng and length of the event, g. W~th races of nat~onal importance~ the f~nanclal return and publ~clty to the Clty w~ll be consldered. h. Experlence level of the promoter or race dlrector w~ll be consldered along wlth their abi11ty to prepay for all City services 1h advance. SECTION 6. The followlng mater1als will be required to be subm1tted by the app11cant w1th the applicat1on: a. Map of race route desired. b. Signed contract with sponsor. c. S1gned contract or verification of commltrnent for televis10n or other media coverage. d, Verif1catlon of commitment from nat~ona1 or 1nter- natlonally known runners. e. Ver1fication of the race belng part of a quallfy~ng system for natlonal or international races. f. Sample of flyers to be d1str1buted to homes and businesses along route informing the occupants of the pendlng race. g. A non-refundable application fee of $100 pa1d by certified cashier's check. h. EVldence of promoter experience in this type of activ1ty. i. Statement as to reason for race, who benefits, type of sponsorship. - 3 - ~ e . J. Ingress & Egress: The promotor shall make ap- propr1ate accommodat1ons to insure ingress and egress of res~- dents along the race route. This plan shall be submitted to the D1rector of Recreation and Parks for approval th~rty (30) days pr10r to the race date. SECTION 7. Race signs: Promot10nal s~gns will not be permitted 1n residential areas. They will be lim~ted to the start/finish area and other approved locations within C~ty. D1- rectional signs may be used along the race routes. All sign des1gns and locations are to be submitted to the D~rector of Recreation and Parks for approval thirty (30) days prior to the race. SECTION B. Route Frequency: No approved raCe route can be used rare frequently than once every two months nor more than four t1mes per year. SECTION 9. The following procedure shall be used 1n the select1cn of the races to be run: a. The Event Management Team will reV1ew all app11ca- t10ns Froperly suhmltted withln the deadlines for each quarter, The Event Management Team w111 determ1ne wh1ch races w111 be per- m1tted with1n that quarter. b. Any ~nterested person may appeal a deC1sion of the Event Management Team to the Recreat10n and Parks CommlSSlon within 10 days of the dec~sion of the Event Management Team. c. Any interested person may appeal a decision of the Recreation and Parks Commission to the City Council within 10 days of the decision of the Recreation and Parks Commission. SECTION 10. The minimum fee for running races in Santa - 4 - ~ ~ . . Mon1ca shall be $lO,OOO(except for those races ment10ned ln Sec- t10n 4). SECTION 11. The approval of an app11cat10n shall pe condltioned upon execut10n of a contract 1n a form sat1sfactory to the Clty. In add1tion to the Race Fee, contract shall prov~de that the estlmated costs incurred by the City of Santa Mon1ca 1n connect1on with the race shall be pa1d by the applicant by cer- t1f1ed cashier's check 30 days pr10r to the race date and that costs exceeding thlS estimate will be payable on demand. SECTION 12. City Staff will work and cooperate w1th the race app11cant in the development of any new race route to be used. The route must adhere to all sectlons of th1S resolut1on concerning use of city streets. The Santa Monlca Police Depar- ment and the C1ty Trafflc Englneer's offlce wll1 be consulted as to the course of the route. SECTION 13. The ten k110meter (route A) race route shall beg1n at Santa Monlca College and contlnue on an easterly d1rection along Pearl Street to the intersection of 34th Street, turnlng southerly along 34th Street to the 1ntersection of Ocean park Boulevard, cont1nulng in a westerly direct~on on Ocean park Boulevard to 14th Street, turning northerly onto 14th Street and cont1nu1ng to the intersettion of Pico Boulevard, turn1ng easter- ly on P1CO Boulevard and continuing to 30th Street, turn1ng southerly on 30th Street to Pearl Street and contlnu1ng in a westerly direct10n to 16th Street to the Santa Monica College stad1um. SECTION 14. The second ten kilometer (route B) race route shall begin at the intersection of Alta Avenue and Ocean - 5 - ~ ~ . . Avenue, cont1nu1ng 1n a southerly dlrect10n to Wash1ngton Avenue, turn1ng 1n an easterly d1rection to 4th Street, cont1nuing ~n a northerly d1rection to the intersect10n of Alta Avenue, tur~ng in an easterly direction, continuing to 9th Street, turnlng northerly and continuing to Carlyle Avenue, turn1ng easterly on Carlyle Avenue to 12th Street, turn~ng southerly and continuing on 12th Street to Alta Avenue, turn1ng easterly on Alta and con- tinuing to 15th Street, turning northerly on 15th Street to Mar- guerita Avenue, turning easterly on Marguerita Avenue and con- tinuing to 25th Street, turning northerly on 25th Street and con- tinu1ng to San Vicente Boulevard, turning westerly on San Vlcente Boulevard and continu~ng to Ocean Avenue, turning southerly on Ocean Avenue and finishing at the intersectlon of Montana and Ocean Avenue. SECTION 15. The third ten k110meter (route C) race route shall beg1n 1n front of the C1V1C Auditorlum on Ma1n St~eet and cont1nulng in a northerly d1rectlon to Colorado Avenue, turn- ing in a westerly direct10n to Ocean Avenue, turning northerly and cont1nulng to W~lsh1re Boulevard, turning easterly on Wll- sh1re Boulevard and continuing to the intersect10n of 11th Street where a 180 degree turn will be made and the race wl11 contlnue westerly on W11shlre Boul~vard to Ocean Avenue, turnlng southerly to Colorado Avenue, turnlng easterly to Ma~n Street, turn1ng southerly and contlnuing to Barnard Way, turning westerly and continuing along Barnard Way to Ocean Avenue, turning westerly 1nto the 2500 Beach Parking Lot, the race will contlnue in a northerly direction through the parking lot and the Promenade to the finish at the Santa Monica Pler. - 6 - , < . . The marathon (route D) race route shall beg~n at the intersection of 17th Street and Pearl Street head~ng easterly on Pearl Street and contlnu~ng to the lntersect~on of 28th street, turn~ng northerly on 28th Street, crosslng P1CO Boulevard and continuing on Stewart Street to EXpos~tlon Boulevard, turning easterly on Exposltion Boulevard to Centlnela, northerly on Centinela to Olymplc Boulevard, westerly on Olymplc to 14th Street, northerly on 14th Street to Carlyle Avenue, east- erly on Carlyle Avenue to 25th Steeet, northerly on 25th Street to San Vlcente Boulevard, westerly on San Vicente Boulevard to Ocean Avenue, southerly on Ocean Avenue to Washlngton Avenue, easterly on Washington Avenue to 4th Street, northerly on 4th Street to Marguerita AVenue, easterly on Marguerlta Avenue to 11th Street, southerly on 11th Street to Pearl Street, easterly on Pearl Street to 14th Street, northerly on 14th Street to Grant, easterly on Grant to the Santa Moncla College stadlum and complete two (2) loops. SECTION 17. The Event Management Team may approve minor modlf~cations to the approved race routes 1n keep~ng with other sections of th1s resolution. SECTION 18. The Recreation and Parks Co~miss~on by motion may approve mod1f1cations to existing routes or other routes for running races than those established 1n th1S resolution. SECTION 19. WHEREAS, lt is proposed that the C1ty of Santa Mon~ca establish certain procedures and criterla for conductlng runnlng races; and WHEREAS, the conducting of such runn1ng races lS in the publ~c interest, and for the benef~t of the C~ty of Santa Monica, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SN~TA MONICA DOES RESOLVE AS FOLLOHS: SECTION 1. The Recreatlon and Parks Department shall be the lead department In the reV1ew and approval of appllcatlons for runnlng races. SECTION 2. The follow1ng schedule 15 estab11shed for fll1ng and processing appllcatlons for runnlng races Approval/Dlsapproval Flllng Deadline Deadllne 1st \"arter (Jan-Mar) July 1 Aug. 15 2nd Quarter (Apr11-June) Oct. 1 Nov. 15 3rd Quarter (July-Sept.) Establlshed events shall have prior1ty over other events unless the event was not held the preceedlng year or ln the judgement of Event Management Team the event should not be repeated. e. The followlng materlals wl11 be requlred to be subm~tted by the appllcant wlth the appl~catlon: a. Map of race route des1red. b. Slgned contract wlth sponsor. c. Slgned contract or verlflcatlon of commltment for teleV1Sl0n or other medla coverage. d. Veriflcatlon of commltment from natlonal or 1nter- natlonally known runners. e. Verlflcatlon of the race belng part of a quallfYlng system for nat10nal or lnternational races. f. Sample of flyers to be dlstr~buted to homes and bus~nesses along route lnformlng the occupants of the pending race. g. A non-refundable appllcation fee of $100 pald by certlfled cashler's check. h. Evidence of promoter experlence in thlS type of actlv~ty. i. Statement as to reason for race, who benefits, type of sponsorship. ~ ~ - 3 - ~ . It , . . ]. Ingress & Egress: The promotor shall make appro- prlate accowmodat1ons to lnsure Ingress and egress of resIdents along the race route. Th~s plan shall be subm~tted to the DIrec- tor of RecreatIon and Parks for approval thirty (30) days pr~or to the race date. - SECTION 7; Race signs: Promotlonal slgns WIll not be permItted In residentIal areas. They wIll be 11mlted to the startjflnlsh area and other approved locat~ons withIn City. Di- rect~onal signs may be used along the race routes. All sign deslgns and locatlons are to be submItted to the DIrector of Recreatlon and Parks for approval thIrty (30) days prIor to the race. SECTION 8. Route Frequency: No approved race route can be used more frequently than once every two months nor more than four tiAes per year. SECTION 9. The fOllowIng procedure shall be used lD the selectlon of the races to be run: a. The Event Management Team WIll reV1ew all applIca- tions properly subm~tted Wlth1n the deadl1nes for each quarter. The Event Management Team wll1 determlne WhlCh races WIll be per- mItted wIthln that quarter. b. Any 1nterested person may appeal a dec~slon of the Event Management Team to the RecreatIon and Parks Commlsslon wIthin 10 days of the dec1sion of the Event Management Team. c. Any ~nterested person, ~ncludlng a C1ty Councl1mem- ber, may appeal a declsion of the Recreat10n and Parks Commission to the C1ty Counc~l withIn 10 days of the decis~on of the Recre- ation and Parks Commiss~on. - 4 - ~ ~...- .... t .. . . d. The m~nimum fee for runnlng races ~n Santa Monica shall be $IO,OOO(except for those races mentloned ~n Sec- tlon 4). SECTION 11. The approval of an appllcation shall be condit~oned upon execution of a contract in a form sat~sfactory to the City. In addltlon to the Race Fee, contract shall provide that the estlmated costs lncurred by the CLty of Santa Monlca 1n connection with the race shall be pald by the appllcant by cer- tlf1ed cash~er's check 30 days prlor to the race date and that costs exceedlng th1S est~mate wl1l be payable on denand. SECTION 12. C~~y Staff wlll work and cooperate wlth the race appllcant 1n the development of any new race route to be used. The route must adhere to all sect10ns of thlS resolutlon concernlng use of clty streets.
