SR-303-017 (2) EPWM: CC: AA: LF: MM:F:\DATA\SPFILES\SP1919\cc1919SeparateRpt(DP).DOC City Council Meeting: May 13,2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT:Construction Contracts for Park Building Replacements, Phase I Los Amigos Park and Memorial Park Introduction This report recommends that the City Council award a construction contract to Cohen Construction, Inc., the best bidder, in the amount of $1,421,750 plus a contingency amount of $142,175 for construction of park building replacements at Los Amigos and Memorial Parks. Background On September 12, 2000, the City Council awarded a contract to Daly Genik Architects for architecture and engineering services for the Park Buildings Replacement Project, consistent with the implementation priorities of the City’s Parks and Recreation Master Plan. The goal of the Park Buildings Replacement Project is to improve safety, maintenance, aesthetics, sustainability and ease of use for park buildings consisting of restrooms, concessions, and storage facilities, in eight different City parks. Because funds for the full implementation of the project are allocated over Fiscal Years 2000 through 2004, the design and construction of the project has been divided into phases. Phase 1 includes Los Amigos, Memorial, Joslyn and Reed parks and is scheduled for completion by November 2003. The construction contract for Joslyn and Reed Parks was awarded in 1 November 2002. Phase 2, scheduled for construction in fiscal year 2004-2005, includes Clover, Hotchkiss, Marine and Stewart Parks. Improvements at Los Amigos and Memorial parks include: Los Amigos Park ? New restroom building; ? New concession stand; and ? New storage building. Memorial Park ? New restroom building; ? New concession stand; ? Announcer’s booth; and ? Storage building. Public meetings were held in February and April 2001 to give the community an opportunity to provide input and comment on the new designs. The designs were presented to the Sports Advisory Council on February 7, 2001 and the Recreation and Parks Commission on November 15, 2001. Additional meetings were held with individual sports groups that use the parks, and with the Santa Monica Malibu Unified School District regarding the Los Amigos site. In October 2001, the Ocean Park Community Organization reviewed the Los Amigos and Joslyn Park plans and in November 2001, the Architectural Review Board approved the design plans for Memorial and Los Amigos Parks. 2 Discussion On February 20 and February 22, 2003, Notices Inviting Bids for the construction contracts were published in the California Section of The Los Angeles Times. Bid packages were requested by 29 contractors for Los Amigos and Memorial Parks. The City Clerk’s office received sealed bids that were publicly opened and read aloud on March 20, 2003 by the Deputy City Clerk. The results for Los Amigos and Memorial Parks were: Trimax Construction Corporation $1,390,000 Cohen Construction, Inc. $1,421,750 Tricon, Inc. $1,474,660 MJ Contractor $1,519,000 Ford E.C., Inc. $1,619,200 Gledson/Cashman Const., Inc. $1,705,967 Abeam Construction, Inc. $1,723,184.30 New Creation Builders $2,366,680 City Engineer’s Estimate $1,115,000 Trimax Construction Corporation failed to submit a complete bid and is therefore non- responsive. Trimax proposed a substitution for the fabricator of the precast concrete panels which comprise the bulk of the project. According to the General Conditions in the 3 specifications, Trimax had ten days after submission of the bid to submit data substantiating the substitution, which it failed to do. Cohen Construction, Inc. supplied the City with the names of recent similar projects with the County of Orange and Los Angeles Unified School District. All contacts reported that the firm’s work was satisfactory. The State Contractors’ License Board verified that the Contractor’s license is current, active, and in good standing. City staff also verified the good standing of each major subcontractor listed by the Contractor. Budget/Financial Impact FUNDS REQUIRED: Contract $1,421,750 Contingency $142,175 Total Required $1,563,925 Since the work in this project is new construction and the plans are complete, staff recommends a 10% contingency. City staff will provide construction management services. Recommendation Staff recommends that the City Council: 1. Award a construction contract for the Park Buildings Replacement Project, Phase I, Los Amigos Park and Memorial Park, with Cohen Construction, Inc., the best bidder, in the amount of $1,421,750 and approve $142,175 in contingency funds for this contract; and 2. Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority.
