Background Before the South Beach development plan was implemented, 4 tables and 4 grills existed at the foot of Ocean Park Boulevard. Under the development plan, a total of 27 tables and 27 grills were placed in varying numbers in front of Sea colony I, Sea Colony III and in the area facing beach lots between Fraser and Hart Streets. Residents have expressed concerns over safety and security issues. Also, the overall nUlllber of grills and straight line alignment has created intense smoke problems because of their proximity to homes. Although some residents would prefer removal of all of the tables and grillS, staff has proposed a compromise. The following outlines the proposed revisions to the south Beach Park table and grill arrangement. "-K. ~~ f: '.. ~ ~ - 1 - Picnic Tables and Barbeque Grills in Front of Sea Colony I Currently, 7 tables and grills are located in front of Sea Colony I. Staff proposes removing 5 barbeque grills and 5 picnic tables; the 2 barbeque grills and 2 picnic tables closest to the children's playground will remain, and 2 picnic tables (no grills) will be placed on the grass just west of the small children's playground between the playground and the bicycle path. In . addition, a black vinyl fence will be installed separating the bikepath and the playground area as a safety precaution for children. Grass (sod) will be planted in the areas where the grills and tables have been removed and concrete slabs will be installed relating to the relocation of the tables. picnic Tables and Barbeque Grills in Front of Fraser and Hart streets Ten (10) tables and grills are located in front of Fraser and Hart Streets. staff proposes removing 4 barbeque grills and 4 picnic tables, closest to residences. Grass (sod) will be planted in the areas where the grills and tables will be removed. Staff proposes removing 4 barbeque grills and 4 tables closest to residences. Grass (sod) will be planted in the areas where the grills and tables will be removed. Crescent Bay Alterations In an attempt to retain as many grillS as possible, staff also proposes locating 4 grillS at Crescent Bay and replacing all 7 tables there. - .2 - Overall, 16 tables and 14 grills will remain in the immediate South Beach area. All Crescent Bay tables will be replaced and 4 grills will be added to the area from those previously located in south Beach. Budget and Fiscal Impact Required alterations to the picnic area sites including resodding of the area and installation of concrete slabs and a black vinyl fence will cost approximately $12,100. Staff recommends that Council authorize the expenditure of this amount from account #01-720-263-000-906. Recommendation/conclusion As a response to community concern expressed by the neighbors located closest to the South Beach Park development, Staff proposes making adjustments to the picnic table and barbeque configuration in the area. staff recommends that Council authorize the expenditure of $12,100 from account #01-720-263-000-906 for concrete work, resodding and other related modifications to the area. prepared By: Kathryn K.
