SUBJECT: RESOLUTION AUTHORIZING APPLICATION TO LAND AND WATER CONSERVATION
FUND FOR OCEAN VIEW PARK
Introduction
ThlS report requests Councl1 to approve the attached resolution authoriz1ng
application for 1980 Land and Water Conservation funds to help finance the pro-
posed Ocean V,ew Park project.

City Council, dur1ng their meeting of August 15, 1979, approved the design
for the required park at the Ocean Park Project and approved Resolutlon No. 5374
(CCS) authorlzlng application for Land and Water Conservation Fund monies for the
proposed park.
Staff subsequently submitted an application for L.W.C.F. monies which was re-
Jected for 1979 funding.
Staff intends, with Councll approval, to apply for 1980 funding to aid 1n
the development of the six-acre park~ the completion of which is a prerequ1site
to the occupancy of the Phase II condOffilnlum development in the northern end of
the project. The proposed park has been designed to accommodate six lighter
tennis courts, an open play area, and "lookoutll over the ocean view, with emphasi:
on maximizing the green character of the park. Callfornia Coastal Comm1ssion
approval of the park was included in the permit for the Ocean Park Redevelopment
Project.
The development of the park is an eligible redevelopment project expense.
Development costs would be paid or reimbursed from tax lncrement bonds issueqv,

by the Redevelooment Agency and supported from property taxes generated by the
new condominiums.
The architectls estimate for the project costs is $650~OOO which has been
appropriated 'n full by the City Council In conjunctlon with the prevlous action.
These funds have been re-budgeted in the Envlronmental Services proposed 1980-
1981 budget. The land and Water Conservation Fund would reimburse up to 50% of
the ellgible costs to the City.
The deadllne for fillng appl1cations is July 1, 1980. A-95 Clearinghouse
procedures have been initiated.
Alternatlves
1. Counell may authorize the application for Land and Water Conservatlon
Fund monies for the proposed Ocean View Park project through approval
of the attached resolution.
2. Council may decide not to approve the attached resolutlon.
Recommendatlon
Staff recommends Council approve the attached resolution authorizing the
application for Land and Water Conservatlon Funds for the development of Ocean
View Park.
