INTRODUCTION This report recommends that the City Council and the Redevelopment Agency increase the appropriation authority for the Ocean Park Beach Improvement proj act and appropriate funds to construct accessibility improvements in Ocean View Park. These appropriations are necessary to complete the beach improvement project and to ensure that Ocean View Park complies with Title 24 accessibility standards. BACKGROUND On January 24, 1984, the city council and the Redevelopment Agency approved the Ocean View Park project and directed staff to proceed with its implementation. The park consists of six tennis courts, two paddle tennis courts, a basketball court, a viewing mound, pedestrian paths, and landscaping. On August 14, 1984, the city Council and the Redevelopment Agency approved the Ocean Park Beach Improvement proj ect and directed staff to proceed with implementation. The Beach Improvements consist of a 3.5 acre linear park, a 4.0 acre central park, a new food concession, a 1.5 acre park located at the - 1 - settE) ib:l-~ ~R 2 8 19Q7, MAY . . tit e the beach area, two children's play areas, a redesigned pedestrian and bike/skateway promenade, landscaped parking lot islands, and asphalt resurfacing of the existing parking lot. Construction of a set of pergolas and shade structures located at the central park and a 1200' long precast concrete fence along the eastern edge of the parking lot extending from Bay street to Hollister Avenue was deferred due to funding constraints. ~ DISCUSSION The Ocean Park Beach Improvement Proj ect is approximately 95% complete and is anticipated to 'be finished by May 1987. Over the course of the project's construction, numerous change orders have been issued due to unanticipated and changing physical conditions, unforeseen architectural omissions, and user department requests. These change orders have depleted the original contingency fund. Additional contingency funds are needed for future change orders that will occur prior to completing the project. These future change orders include general items such as installing bicycle racks, modifying the design of a toll booth, providing parking stall bumpers, and providing for other unforeseen costs; disposing of dirt that was removed from the beach area and stockpiled at the Airport; designing and installing informational and directional signs in the beach project area; and designing and installing a black vinyl chain link fence along the edge of the parking lots south of Hollister Avenue to prevent vehicles from driving over the curb and across the linear park to illegally enter the parking lots. The fence will not be installed along the connecting road - 2 - e e between the two parking lots to minimize the blockage of views to the new central park area and beach. Future change orders to be funded out of the contingency fund should not exceed $410,000 for the following items: 120,000 80,000 Dispose of dirt that was stockpiled to construct the beach project. Fence along edge 9f parking lots south of Hollister $ 160,000 50,000 $ 410,000 TOTAL In addition, funds are needed to construct improvements in Ocean View Park to ensure that all facilities are accessible to the disabled. These facilities include a ramp adjacent to tennis courts to permit direct access to all courts. Costs for this and other improvements should not exceed $12,000. Over the course of the beach improvement project, the city Council has requested the inclusion of items in the beach project. On June 16, 1986, City Council directed staff to include as a priority budget objective of the Redevelopment Agency the construction of pergolas and shade structures in conformance with the Beach Improvement Plan, subject to the availability of funds and the approval of the Agency. On October 14, 1986, the city Council also requested that shaded seating areas be constructed along the pedestrian promenade in response to a citizen request. - 3 - e e staff has completed an analysis of the Agency's available fund balance and future cash flow and determined that there are currently insufficient remaining funds available to construct the pergolas and shade structures at this time. staff is continuing to explore funding options to construct these deferred design features of the project. Furthermore, the shaded seating areas along the pedestrian promenade requested by the city Council on October 14, 1986, cannot be funded at this time. staff has provided temporary umbrellas and benches at the, small plazas located along the promenade as a temporary solution until funding is available for more permanent shade pavilions or some other shade feature along the promenade. BUD~~T/~~~CAL IMPACT The original budget for the Ocean Park Beach Improvement Project was $5,566,417. However, an additional appropriation of $410,000 must be made to complete construction of the beach project. A new appropriation of $12,000 is required to construct accessibility improvements in Ocean View Park. Funds are available from unappropriated interest income on proceeds from the Ocean Park Tax Allocation Bonds sold in 1984. The beach project is financed by the General Fund which will be reimbursed by Redevelopment Agency funds from the Ocean Park Redevelopment Project. This financial arrangement is currently in place because General Fund staff are overseeing the two - 4 - .~. e e projects. The accessibility project will be financed directly by the Ocean Park Redevelopment fund.
