Subject: Procedure for the Design of the Park Development at the
Airport
Introduction.
This report outlines a procedure for the design of the proposed park
at the Municipal Airport, and recommends that Council establish a
Site Development Committee for the park.
Background:
Council has determined that a park be established in the northwest
quadrant of the Municipal Airport. Staff is prepared to proceed with
the selection of a landscape architectural firm for the preparation of
a Master Plan, Environmental Impact Report and Environmental Assessment.
These three items are required by State and Federal agencies for the
use of State Bond money and Federal Land and Water Conservation Fund
money.
On December 13, 1977, Council approved a resolution applying for the
1976 State Park Bond funds assigned the City on a per capita basis
($282,474). The State money may be used as the local match for the
Land and Water Conservation Funds. The Land and Water Fund (LWCF) is
a reimbursement fund. It would be necessary for Council to appropriate
the entire cost of the park development, then the LWCF would reimburse
up to 50% of eligible expenses.
This program is a competitive program since requests for funds through-
out the State are greater than funds available. To be included in
this competition for fiscal 1978-79, the City must submit an approved

Master Plan. cost estimate. Environmental Impact Report, and
Environmental Impact Statement to the State of California for
review by July 15. 1978. To develop this ~faster Plan it will be
necessary to hire a landscape architect. have public comment~
Recreation and Parks Commission review and comment. and finally Council
review, hearings and comment. To meet the time requirements. the
following schedule is suggested.
January 10. 1978 - Council authorize the format of hiring a
landscape architect.
January II, 1978 - Staff selects architect and negotiates the
terms of the contract for the Master Plan, ErR. EIS and
recommends same to the City Council in January 12th staff
report.
January 24. 1978 - City Council authorize City Manager to enter
into contract with landscape architect firm.
January 25, 26, 30, 31, 1978 - Public meetings for park uses
at three parks, Marine, Memorial. Joslyn and the City Council
Chambers.
February 1 to April 20, 1978 - Landscape architect develops a
preliminary plan from information received at public meetings
and develops preliminary EIR. ErS, and cost estimates.
April 20. 1978 - Preliminary site development plan is submitted
to the Recreation and Parks Commission for public hearings,
comment. review and revision.
April 20 - May 18, 1978 - Landscape architect takes comments
from Anril 20 meeting and adjusts preliminary site develop-
ment plan for re-submission, final review and approval to

Recreation and Parks Commission. Commission acts and
recommends to City Council.
May 18 - June 13, 1978 - Preliminary Master Plan and EIR and
EIS plus cost estimates are presented for City Council
Council holds meeting for public comment, Council reviews
and makes recommendations on plan (Staff report on June I,
1978).
June 27, 1978 - Revisions are reviewed and Council makes final
comments for Master Plan of park plus EIR and EIS and cost
estimates.
July II, 1978 - Council approves Master Plan for Park, approves
final EIR and EIS and final cost estimates.
July 14, 1978 - Final Master Plan and ErR, Ers and cost esti-
mates are submitted to the State Deoartment of Parks and
Recreation for review and submission to the Federal Govern-
ment for LWCF approval This takes approximately six
months. The City should be notified in December, 1978.

Water Conservation Fund Money.
Staff has conducted preliminary interviews with six landscape
ar~hitectural firms and will r2commend a specific firrn ~t the January
24, 1978 Council meeting.

Alternatives:
1. Council may appoint a SITE DEVELOPMENT COMJfITTEE composed of
a Council person, Recreation and Parks Commissioner, Planning
COullliissioner, Architect Review Board ~ember, to work with staff
and landscape architect during the preparation of the Master
Plan, Environmental Impact Report (State), Environmental
Impact Statement (LWCF) and cost estimates.
2. Authorize staff to proceed on site development without a Site
Development Committee.
Recommendation:
Staff recommends that Council appoint the SITE DEVELOPMENT COMMITTEE
and request the Chairperson of the respective COlillUissions to appoint
representatives to that Couuuittee.
